POSITION: HR Manager - Recruiting

LOCATED: Shanghai Office-Shanghai, China

REPORTS TO: Country HR Manager




DEPARTMENT SUMMARY:
The Human Resources Department executes its mission of delivering best in class systems and services that support the Company's human capital investment while balancing the individual needs of the employees.
The Human Resources Department partners with management to recruit and retain a highly qualified and inclusive workforce; facilitate positive employee relations; enhance employee skills, performance and job satisfaction; increase organizational effectiveness; deliver fair, competitive benefit and compensation programs; and administer payroll services.

JOB SUMMARY:
Under direct supervision and guidance, the Sr. Recruiter for China will staff the Forever 21 China's Buying and Procurement office, Corporate positions, and Retail Management positions with exceptional talent in an expeditious manner while maintaining positive and proactive relationships with hiring managers, vendors, and other human resources team members. The Sr. Recruiter for China provides full life-cycle recruiting support to assigned hiring managers and assists with a variety of onboarding initiatives. Assists with workforce planning, succession planning, and employee retention programs to ensure a continuous bench of talent for Forever 21.

ESSENTIAL FUNCTIONS
? Assists hiring managers with defining their positions and associated expectations for any given role, including compensation requirements, and candidate qualifications.
? Works closely with managers to clarify job specifications and requirements, discuss business operations, and develop recruiting strategies to fill current and future staffing needs.
? Proactively sources, screens, interviews, and refers top candidates to hiring managers.
? Creatively recruits, develops external sources, successfully markets and sells the company's attributes to maintain a high quality pool of ready candidates to ensure a reduced time-to-fill.
? Assists with the development and implementation of recruitment policies, procedures, forms, and strategies to ensure the successful operation and growth of the corporate recruiting team.
? Responsible for using, maintaining, and consistently updating the Company's applicant tracking system.
? Assists business unit management/supervisors, corporate human resources representatives, and cross-functional human resources team partners with a variety of projects when requested/needed.
? Proactively implement and administer any changing regulations, policies, or procedures that will impact the Company's talent management initiatives.
? Co-facilitates new hire orientation with the organizational effectiveness business unit and assists in the development, implementation and on-going success of all talent management and employee retention programs including first year retention chats, peer mentoring programs, and performance feedback processes.
? Proactively develops a strong professional network to support recruiting efforts using a variety of tools and techniques, including attending in-person mixers, socials, and fashion events; making site visits to local colleges/fashion schools; and using social media networking tools.
? Promotes teamwork and cross-functional collaboration throughout the business unit and department.
? Performs other duties as assigned, including assisting other human resources functions (i.e., benefits, employee relations, recruiting, payroll, and personnel management) in the execution of projects and transactional workload.
KNOWLEDGE, SKILLS, QUALIFICATIONS:
? Relevant discipline such as business, communications, or human resources.
? Two to five years of human resources or general recruiting experience; a strong preference for previous experience working in a retail environment, fashion company or performing fashion recruiting/sourcing.
? Additional years of applicable experience can be substituted for education, on a year for year basis.
? Practical experience using Applicant Tracking System and internet based software programs is essential.
? Advanced knowledge of Microsoft Excel, Word, and PowerPoint.
? Demonstrated oral and written communication skills, including large group presentation ability.
? Ability to travel as needed within China (local and overnight) and internationally.
? Bilingual English/Mandarin speaking candidates preferred.
