Detailed Principal Activities Performed by the Incumbent

Craft the company's overall strategy and implementation plan regarding government relations in line with the company's long-term business development needs.
Manage all activities aimed at maintaining and enhancing strategic-focused, result-oriented government relations, including arrangement of interaction with the government, lobbying to the government, negotiation with the government on specific issues/topics and influence the government for public policy formulation.
Manage and maintain always updated government mapping materials, including database of relevant government bodies, as well as updated database of relevant consumer organizations / groups / opinion leaders.
Manage all activities aimed at maintaining and enhancing strategic-focused, result-oriented consumer relations, including arrangement of interaction with consumers, handling of consumer inquiries and manage consumer-related crisis/issues.
Manage the out-sourced toll-free consumer hotline, constantly improving the service quality of the hotline and making it a friendly, satisfactory interface with consumers, as well as reporting and handling any consumer complaints from various sources.
Work with the regulatory team and legal team to ensure the company's compliance with all China's rules, laws and regulations.
Manage and maintain all trade and associations relations.
Work as a member of the Crisis Management Team (CMT) when a crisis situation occurs, in communication with government and consumers during the crisis. Develop and implement programs aiming at enhancing government, consumer and associate related crisis preparedness.
Prepare and manage the budget for the function.
Performs other special tasks / projects as assigned by the Corporate Affairs Director (China and AP).


Incumbent Requirements


Experience Requirements

The position holder must have at least 7 years' experiences in public relations or public affairs, or in other consulting positions in the field, especially in the areas of government, consumer and internal relations. Personal connections with relevant the government bodies is a plus.
This position requires a good knowledge of Com. China's products, operations and history. The position holder also must keep abreast of events that affect Com. China, its industry, its products and its stakeholders (i.e., government, consumers and associates) as well as tools and best practices for maximizing the performance and impact of the company's communications vehicles with government, consumers and associates.
The position holder must have strong strategic-thinking capability; must possess implementation and problem-solving skills as well as interpersonal skills and teamwork spirit. The position holder must also be able to work under pressure with sense of urgency in implementing projects and achieving results. The position holder must also have extensive experience and excellent communication skills in written / oral English/Chinese.
Pleasant and easy-going personality, and a working knowledge of various PC software applicable to the position's areas of responsibilities are also required.


Education Requirements

Bachelor's or Master's degree(s) in public relations, public administration, business management, language(s) or other related majors. Dual/joint-degree or overseas education is a plus.
