Position

Summary


This role will work with Agency CEOs and People and Development Director, OMG China to implement key technical and leadership development elements of the Agency people strategies; and network with Regional and OMG China HR team on the successful implementation of these plans.


This role will work closely with Human Resources Managers of Beijing and Guangzhou offices in implementing and enforcing best in class HR practices for Agencies.

Main

Responsibilities

1. Lead and implement Agency specific and group/regional wide developmental initiatives to increase the general capability of business managers and leaders.

2. To provide functional and professional expertise in transformational HR initiatives to local business managers as required.

3. Agree timescales and the resourcing required for successful delivery of the required developmental interventions using Group, regional and local resources.

4. To build effective relationships with the Directors and his/her managers in the Agency and local HR teams, as well as key subject matter experts at Group/Regional HR level

5. Provide feedback / input into regional/local HR metrics to track changes in corporate capability in both technical excellence and leadership


6. Any other projects or tasks assigned by Agency CEOs and People and Development Director.


Specific

Responsibilities

_ Strategic People Planning: Updates Agency CEOs and People and Development Director, OMG China to current technical and leadership capability within Agency business teams; and agrees future people needs to ensure the successful implementation of the Group people strategy. Facilitates Agency CEOs in the identification of the technical and leadership development for their people.

_ Transactional (day to day) administration of the workforce: No transactional activities planned for the HRBP other than an awareness of significant ER issues affecting the team for which they are responsible. Data input of people measures (PPP, PDP, etc) as required.

_ Manpower Plan: Responsible for the completion of the local manpower plans (with the Agency CEOs) for delivery to CEO, CFO and People and Development Director, OMG China.

_ Recruitment: Ensures the planned recruitment proceeds in accordance with Directorate strategy, and within Group guidelines using local resources.

_ Reward Management: Assists (if required) in the benchmarking of pay and reward levels against local conditions. Coach and support business leaders and Agency CEOs in completion of pay analysis and bonus determination for their team.

_ Compliance: Coaching business leader and his / her direct team to raise awareness of the need to be compliant with OMG Group people policies and standards, as well as local legislation.
_ Performance Management: Coaches local management team on how to conduct effective performance dialogue aimed at improving capability in the PM process. Advises and consults on specific performance related actions and issues. Ensures the cascade of objectives from the PPP process is carried out at a local level. Provides feedback on PDP action points to Agency CEOs and People and Development Director, OMG China.

_ Development :- skills Professional and technical: Forecasts the professional training needs for a rolling two year period to ensure delivery capacity is available from business specific, regional and local providers. Ensures that the people in their area of responsibility fulfil the skills improvement actions outlined in their PDP’s and they follow the most appropriate career track.

_ Development :- Leadership: Good understanding of the leadership development requirements and interventions. Forecasts the leadership development needs of the Agency leadership teams over at least a one year period to ensure delivery capacity is available from regional and local providers. Supports local management team in the identification of high potential staff. Assists in follow up activities and feedback as a result of development programme outputs by individual. Front line coaching of local management and the identified high potential leaders.


_ Development :- Management: Good understanding of the management development framework and interventions. Supports leadership team in the identification of staff requiring management training and sourcing appropriate delivery of this. Assists in follow up activities and feedback as a result of development programme outputs by individual to ensure action plan is embedded in their PDP.

_ Succession Management: Works with business leaders and Agency CEOs to complete the local succession plan and to fill any critical gaps identified in the process. Works with nominated successors to ensure they receive the necessary development to meet the requirements of the Succession Plan.

_ Organisational Development: Coach the change managers and leaders in the Agency Leadership Teams. Identify the people impacted by any OD initiative in order to plan and implement an appropriate response with OMG China HR teams and update the progress to key stakeholders.

_ Employee Opinion Survey: Local support for the cascade of results as required. Helping drive the improvement action plan at Agency.

_ Employee Value Proposition: Helps cascade the Group/regional EVP messages. Ensures the local programmes advance the local employer branding messages.


Qualifications

This position requires a seasoned Human Resources professional who possesses at least 8 years of experience and a university degree, preferably in Human Resource management or a related field. In addition, solid leadership, managerial, analytical and interpersonal skills are required, as is the ability to think and act strategically, and be a contributing member of the management team of Agency. The incumbent must be able to communicate fluently in both Chinese and English.
