Responsibilities:
1. Support RE China businesses to put GR into its growth strategy
-Spend quality time with RE business divisions to understand their business and strategy
-Support RE business divisions to develop and put GR into its growth strategy
-Concrete strategy and action plans should be developed and executed

2. Effectively develop a network within key government departments in China
-Effectively develop a network with Chinese government departments that can potentially impact Reed Elsevier businesses in China, working as Window to China government and respective government agency
-For Elsevier HS: have strong existing connections with Ministry of Health (MOH), State Food And Drug Administration (SFDA)
-For ICIS China: have strong existing connections with state Development And Reform Committee (SDRC), China Petrol and Chemistry Industrial Association (CPCIA), Ministry of Commerce (MOFCOM)
-Capable of developing new connections with above and other relevant governments agencies
-Develop and manage a list of key influencers and decision makers in those government departments/agencies and build impactful business relationships with them over time

3.Protect Reed Elsevier’s business interests in China by monitoring and influencing government policy related to business models
-Monitor trends and changes within Chinese government policies related to RE businesses and prevent any policy which could have negative impact RE business models
-Proactively engage in dialogues with key decision makers and opinion leaders in developing positive policy for RE businesses

4.Build and/or identify business development opportunities Reed Elsevier businesses in China
- Initiate, coordinate and support government event to promote ICIS Image in China, enhance ICIS public exposure thru government and public channel;
- Able to well know and forecast related industry policy and rule, including energy (the oil, gas, liquefied natural gas, carbon and coal sectors), chemistry (more than 120 products), paper, and etc.
-Develop and execute an annual business plan and budget designed to assist the Company in achieving strategic goals within China
-Advise senior managers, and functional leaders on all matters relating regulatory matters, and public policy issues of interest and concern to ICIS China.
-Work with senior manager to expand business development into new territories and win big project;
-Explore and Establish collaboration with academic institutions and government bureau and potential corporate partners

5. Company image and reputation
-Actively participate in international, national and industrial conferences, forums, etc in China; Present RE and business division as an innovative and responsible information provider for professionals
-Effectively develop a network with relevant China media; systematically arrange positive media coverage on RE and its business divisions in China
-Identify and prevent potential risk and damage to company image and reputation
-Ensure that all of the above are completed in conjunction with the Reed Elsevier Corporate Communications team and business divisions’ corporate communication teams


Key skills required:
1.High Integrity & honesty. Strictly compliance with RE rules and code of conducts when dealing with government officials.
2.Deep knowledge of how Chinese government system works and the process of decision and policy making, including an understanding of the roles and decision points within the government.
3.Knowledge about information industry and the key topics discussed in this industry.
4.Existing network with key China government departments/agencies. Strong, developed relationships with the important officials of government agencies relevant to RE business. Proven ability to maneuver through the government channels
5. Passion and ability to learn new things quickly.
6. Ability to build trust quickly with external key business influencers.
7. Excellent communication skills both in Chinese and English.
8. Being comfortable and effective working in a matrix structure and effectively
collaborate with colleagues.
9. Strong presentation skill to be able to effectively present Reed Elsevier at national or industrial conferences or forums
10. At least 5-10 years in China government departments/agencies. Experience in healthcare and energy sector preferred.
11. Government plus multinational working experience preferred.
12. Bachelor degree or above in marketing, medicine, energy, publishing or related disciplines.
