岗位职责：
1、根据国家和当地政府的政策导向及集团的政策制度，指导和参与制定峰会人事政策和制度、核定员工编制及劳动生产力的预算；
2、运用合适的管理工具为营运部门提供人力资源市场预测信息和远景展望，为行政委员会及部门经理提供人事指导方针；
3、与集团法律顾问、保险公司、审计协调，以便更好地控制人力资源成本，减少劳动争议风险并提供相关政策支持；
4、领导和组织编制人事行政部的年度工作计划及成本预算等，对其进行审核，并报峰会副总经理审批；
5、对峰会的员工需求数量作宏观分析，并根据需要提出调整建议；
6、指导峰会各个部门的年度人力资源及行政预算工作，对其进行审核，并报峰会副总经理审批；
7、保障人才甄选的有效性及可靠性；
8、完善峰会所有员工培训计划，开发符合峰会运作需求的培训课件；
9、提供员工纪律管理的指导、方向及支持；
10、组织实施从都峰会有关行政后勤事务管理的决议，并将实施情况向峰会副总经理提出报告；
11、为副总经理准备编制合并的季度和年度人力资源及行政事务报告；
12、在峰会副总经理授权范围内，对外代表峰会处理人事行政方面的业务；
13、指导人事行政部的例行工作，协调各部门之间的协作关系，确保各分部门工作目标的实现；
14、签发日常运作文件；
15、由峰会副总经理授权处理其它事宜。
