1. Purpose
The job holder is responsible for overall site IT management in Wrigley China commercial (including head quarter in Guangzhou and 200+ remote sales offices) and ISC hub. This role will manage the site team (4 associates and 8 contractors) to provide total IT service from project deployment and day-to-day operation.

He/she will work closely with key business leaders to ensure the local business cases are identified and execution excellence following Mars IS principles. He/she will work closely with GIST (Technology Team) and BSG (Business Solution Group) by leveraging the expertise to provide overall service and meet SLA with continuous improvement. This role is responsible to understand the business requirement and define the IT outsourcing strategy and model to support business growth.

2. Key Accountabilities - Summary
·         Line Management:
o    Supervising daily IT service of site team
o    Feedback, coach and develop team members

·         Relationship Management:
o    Manage customer relation with key functional heads and sales leaders
o    Collaborate with GIST and BSG to deliver total IT service

·         Financial Management:
o    Manage local running cost for Wrigley China IT service

·         Supplier Management:
o    Manage the local suppliers who provides service to Mars IS

·         Technical Management:
o    Work with GIST to define, pilot and implement infrastructure service

·         Project Management:
o    Manage local projects roll out in China
o    Support global/regional projects implementation

3. Key Accountabilities and Activities
·         Line Management:
o    Set team objective following Mars IS OGSM
o    Team resource planning and allocation
o    Periodical performance review and coach to team members
o    Define and align the development plan with team members
o    Team engagement

·         Relationship Management:
o    Periodical meeting with business to review IT service
o    Attend business meeting to understand the business strategy and identify/align possible business cases
o    Conduct user survey to collect feedback from business and work with relevant team on action for improvement
o    Periodical meeting with IT teams to review SLA and identify/align opportunity on process improvement

·         Financial Management:
o    Assist account manager on budget preparation and tracking
o    Manage local cost including capital and expanse
o    Provide input on IT Gameplan with financial data including return analyze

·         Supplier Management:
o    Define the outsourcing strategy and model in China
o    Work closely with commercial team on supplier sourcing and identify strategy partners
o    Manage the suppliers to deliver quality IT service

·         Technical Management:
o    Provide input to GIST team on business case to drive technology innovation
o    Work closely with GIST team on pilot and implementation

·         Project Management:
o    Manage the lifecycle on project implementation

4. Competencies - Experience - Skills
·         University degree in computer science, electronics communication or related Information management major
·         Service management: solid knowledge and at least 3 years experience on IT service management in manager role, ITIL certificate is preferred
·         People management: strong team leader on team management and people management
·         Business intelligence: strong business sense and business operation understanding
·         Relationship management: good human relationship skills and high level of customer focus to provide effective IT service
·         Project management: solid knowledge as project manager with experience to manage IT project over 6 months, PMP certificate is preferred
·         Problem solving: strong problem solving and analytical skills
·         Communication: good inter-person skill, open communicator, be proactive
·         Supplier management: strong knowledge on IT out-sourcing industry and experience on supplier management
·         Language: strong verbal and written English language skills
