Job Description


Position Title: Senior Manager (or Director), Government Affairs
Division/Location: Beijing, China
Reporting to: Reports to Government Affairs Director, Legal and Corporate Affairs, Microsoft China.


Position Summary:
As a member of the Corporate Affairs team, this position will be working very closely with other LCA colleagues and business teams to conduct and manage government outreach and policy analysis. Primary areas include: building and maintaining relationships with related government officials and regulators at national and targeted local levels in areas of importance to Microsoft business; policy analysis and advocacy; understanding and advising business clients; and engagement with relevant industry associations. It also includes promoting Microsoft‘s citizenship activities and contributions to the Chinese economy, developing win-win strategies with certain gov’t agencies, and building goodwill and a strong reputation among Chinese government officials and key stakeholders.

Responsibilities and Duties:
- Establish strong relationships with government officials, regulators and stakeholders with a focus on IT/software and MNC related gov’t agencies re: MIIT, NDRC, MOST, MOFCOM, MOC, SARFT, and other central gov’t agencies designated by manager to support business growth, major cooperative initiatives with gov’t, and promote policies that foster innovation, respect for intellectual property, etc..
- Drive targeted local and provincial gov’t engagement in support of local sales activities and leverage local gov’t policy and incentives for MS local investment;
- Monitor, analyze and evaluate policy and regulatory issues that impact MS China business and the information technology industry, particularly around online, gaming, and IT/software industry related policies;
- Coordinate with other internal stakeholders on policy and government relations related communications and events;
Maintain and deepen relationships with key industry associations on policy and government relations matters;
Help drive priority policy initiatives and outreach campaigns;

Qualifications:
- Minimum 5 years’ experience in government relations or business development at multi-national companies, and/or in central government;
- Fluency in spoken and written English and Chinese;
- Excellent written and verbal communications skills in English and Chinese;
- Proven diplomacy and advocacy skills to effectively handle relationships with government officials;
- Ability to develop and implement strategies to secure support from key government agencies and regulators relevant to the technology industry;
- Proven leadership, interpersonal and consensus building skills
- Chinese national highly desirable;
