职位描述

JOB TITLE: Director, Human Resources, MPS Asia
REPORTS TO: Vice President, Human Resources and Legal
BASIC SUMMARY:
Responsible for the management of human resource programs and systems, including developing, implementing and coordinating policies and programs covering employment, employee relations, wage and salary administration, training, placement, health, benefits, and employee services in support of the site. Oversee implementation and ensure administration of Chinese Labor Laws and Regulations.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
? Direct the implementation, interpretation and application of established human resource policies.
? Advise location senior management teams on human resource policy and program matters, making or recommending appropriate decisions.
? Maintain overall supervision of recruitment, placement and training programs and assure compliance with Chinese Labor Laws and Regulations.
? Assist location senior management teams on succession planning strategies for key positions and personnel.
? Ensure management training and development needs are identified and programs initiated.
? Responsible for administration of wage and salary policies and structures and for performance appraisal programs within corporate compensation guidelines.
? Ensure that the duties, responsibilities, and authority of each job are clearly defined, effective, and communicated to incumbents.
? Direct employment activities, assuring that properly qualified employees are recruited and hired for company positions.
? Develop programs, policies, procedures and controls regarding employment and analyze manpower data, turnover and other personnel statistics.
? Manage the performance review process to ensure accurate, balanced and fair evaluations. Review and approve proposed salary changes to ensure they are related to individual performance evaluations.
? Coordinate training programs, such as supervisory and management training, and participate in new employee orientation programs when required.
? Direct the preparation and maintenance of site-related reports necessary to carry out functions of the department. Prepare periodic reports to corporate management as necessary or requested.
? Direct and maintain various activities designed to promote and maintain a high level of employee morale.
? Conduct a continuing study of all personnel policies, programs and practices to keep the company abreast of current practice and informed of new developments.
? Responsible for the preparation of organization charts and for ensuring the accuracy of reporting relationships, titles and that the information is consistent with the HRIS.
? May engage in public relations activities such as representing the company with organizations such as community groups, industry groups, and professional societies.
? Develop and recommend departmental budget. Authorize expenditures in accordance with budget. Approve budget and expenses of subordinates.
? Develop short- and long-range operating objectives, organizational structure, and staffing requirements.
? Ensure optimum performance of the function. Recommend and implement techniques to improve productivity, increase efficiencies, cut costs, take advantage of opportunities, and maintain state-of-the-art practices.

QUALIFICATIONS:
? Education: Bachelor's degree (B.S./B.A) or equivalent in a related field.
? Experience: Five to ten years of HR generalist experience plus 3-5 years of HR management experience.
? An equivalent combination of education and experience may be accepted as a satisfactory substitute for the specific education and experience listed above.
? Certification: HR Certification is preferred..
? Other: Must be able to interact with all levels of personnel throughout the corporation effectively and professionally. Interaction requires the ability to persuade and gain cooperation of others, conduct presentations, and conduct training.

PHYSICAL DEMANDS:
? While performing the duties of this job, the employee is regularly required to listen to and converse with internal and external contacts, sit, and use a computer to impart and monitor information.
? Must be able to regularly sit for 6 to 8 hours a day.

WORK ENVIRONMENT:
? General office working conditions.
? Noise level in the work environment is quiet.
