KEY RESPONSIBILITIES
· To, in collaboration with the executive and senior management team, develop the Institute’s Public Health strategy in China
· Actively participate in advocacy, strategic planning and implementation of Institute projects within China
· Maintain close communication and effective liaison with the Government, Vision 2020 Prevention of Blindness (PBL) Steering Committee, educational institutions, project partners, NGOs and INGOs and other relevant development actors
· Participate in relevant stakeholder meetings as the Institute representative
· Implement a Project Cycle Management approach in project planning, implementation, monitoring and documentation of Public Health programs
· Identify expansion opportunities for the Institute with regards to Public Health programs
· Conduct situational analyses
· Prepare project and funding proposals, reports and budgets
· Ensure high quality reporting and timely submission of documents and reports by partners and provide translation where necessary
· Perform quarterly monitoring of projects to ensure that activities and expenditures are in line with agreed targets and prepare related project reports
· Identify and evaluate the risks associated with program activities and take appropriate action to control the risks.
· Manage, or working on, projects and liaising with other members of the team across the Institute and to liaise with other managers to ensure the effective and efficient program delivery and management of programs
· Travel within China as required by the project
· Accompany and assist visiting international delegates where necessary
· Perform any other related tasks delegated by the Executive Director China and/or Programmes Manager Asia Pacific

Essential
· At least 5 years project facilitation and management experience in a well-established NGO and/or government national health program context.
· University degree in related public health/development field. Further training in development, project management and/or public health is an advantage.
· Good understanding of development and issues related to the management of development projects in the China context.
· Highly organized, flexible, has initiative and can manage work under pressure
· Willingness and ability to learn
· Strong interpersonal and oral/written communication skills, both in English and Chinese
· Willingness to travel
· Ability to work independently
· Good inter-personal skills and willing to work as a team player
· Good computer skills and minimum requirement Microsoft Word, Excel and PowerPoint software package.

    华柏恩视觉研究中心（以下简称“中心”）的总部位于澳大利亚新南威尔士大学，分支及合作机构遍及全球主要国家，致力于视光学科研和教育的国际化发展。中心的前身是1975年成立于澳洲新南威尔士大学的视光学院角膜和角膜接触镜研究中心 (CCLRU) 。三十多年来，作为全球领先的视觉科技转化研究基地，中心研制出了对于眼保健具有划时代意义的科研技术成果，其中有代表性的如目前广泛用于角膜接触镜的硅水凝胶材料，以及近视周边像差控制技术等。
   广州市华柏恩视觉科技有限公司是华柏恩视觉研究中心于2012年在中国建立的第一家分支机构，并与中山大学中山眼科中心合作建立了“中澳眼视光学联合研发中心”（Australia China Centre for Optometry Research and Development, ACCORD），在综合临床研究 --尤其是新型角膜接触镜材料和眼科仪器及技术的研发等方面——开展多方面和跨学科的合作。
