Procurement Engagement Manager – Beijing, China
The position
Microsoft Procurement is a team of procurement professionals who covers mainly Microsoft indirect procurement spend. This Procurement Engagement Manager position is responsible for engagement with and delivery of Procurement strategies in an assigned geography. Procurement Engagement Manager is expected to achieve measurable improvements in Procurement value delivery (cost, quality, service, compliance and supplier performance) within assigned geography. He or she will work with country or business leadership and other internal Procurement functions, to define and execute procurement activities consistent with global Procurement initiatives.
Furthermore;
This position has responsibility to engage with business stakeholders and local management teams including senior executives, to identify and share business opportunities, challenge existing supplier relationships and secure agreement on initiatives and ability to provide clear status overviews and report on initiative impact and results.
Within this position cost savings and compliance are important however project management, communication skills and ability to influence business stakeholders are equally important.
The Procurement Engagement Manager will serve as procurement single point of contact for their assigned business groups in country, and manage the execution of the agreed plan to successful completion.
This position will require frequent engagement and dialog with other members of the Procurement team to ensure corporate strategies are understood and also country specific needs are shared with the global team to optimize the reach.
This position is responsible to align the local procurement and WW global resources to achieve the agreed initiatives.
This position requires project and stakeholder coordination and country representation in business reviews.
Principal duties consist of following activities (but are not limited to):
Perform opportunity analysis for assigned Business groups in country
Partner with local business division leadership to develop a Procurement Annual Plan that will include: project specific actions, resource allocation, and procurement actions by specific fiscal year
Partner with global procurement team during the annual procurement planning process defined by the Procurement Annual Planning Framework.
Develop successful working partnerships with Finance and other business group leadership to understand their procurement needs.
Transform stakeholders into partners and generate new business opportunities.
Prepare periodic Procurement status reports including quarterly reviews with stakeholders.
Execute Procurement Annual Plans.
Identify and implement best practices within the country to support the continuous improvement
Ensure timely procurement response to day-to-day, ad-hoc procurement activities, expediting the procurement cycle and process.
Ensure compliance with Procurement policies and processes especially for high risk areas
Modify Procurement Annual Plans based on changing stakeholder needs and external impacts.
Resolve or escalate conflicts in a timely manner.
Meet and monitor annual commitments, metrics, productivity, and quality standards of the role.
Track and aggregate progress against agreed Procurement Annual Plan.
Maintain accurate administration and validation of projects and savings.
Provide guidance to local employees on procurement principles, policies and processes and maintain procurement ethics.
Deliver information session to local employees on changing guidelines and processes that impact their relationship with suppliers or procurement process
Contribute to the growth of the Procurement team by active participation and knowledge sharing on a professional level.
Adhere to and timely execute Corporate compliance related programs.
Qualification/Experience requirements:
Minimum of 8 years procurement experience at international company with proven results history.
Excellent experience and skills in managing indirect procurement area. In-depth understanding of procurement processes (sourcing, contracting, negotiation, etc.).
Leadership skills and decision making ability in an effective management style that allows management by influence in a virtual organization in balance with direct management. Excellent organization and planning skills.
Strong communication skills (orally and writing skills).
Chinese and English Proficient.
Experienced in working in a multicultural environment and virtual team. Demonstrated team working ability and ability to leverage resources within the organization. Strong cross group collaboration and interpersonal skills.
Experienced and confident negotiator and communicator at all organization levels and with suppliers
Good judgment in resolving issues; proactively seek solutions to upcoming issues and offer insights and ideas for new, more efficient ways to complete tasks; the ability to work independently or with a group to achieve results; prioritize own work and resources; and a high degree of flexibility, accuracy and attention to detail are required.
Excellent analytical and problem solving skills. Ability to implement and monitor programs/projects and schedules with strong program management skills.
Ability to react with appropriate urgency to situations and events that require quick response or turnaround.
Able to simultaneously manage multiple projects, be willing to take ownership of projects, back fill other positions, and drive projects through completion.
Strong relationship skills, ability to build confidence with local business managers in their ability to understand their needs and execute value-added Procurement Management activities.
Strong ethical standards, integrity and accountability attitude with ability to maintain independence, autonomy and confidentiality
Ability to travel and demonstrated maturity to work effectively with multi-cultural and country specific circumstances and with colleagues from diverse cultural backgrounds
High energy, enthusiasm, “Can do” and “thinking out of the box” attitude combined with hands on approach.
Courage and conviction to hold others accountable to policy and process standards when doing so will make you unpopular.
Strong working knowledge of Microsoft Outlook, Access, Excel, PowerPoint, minimum at experienced level.
