Title: Mobility Program Manager – GCR (China, HK & Taiwan)



We are looking for talented and motivated individuals to join our team! As a Mobility Program Manager (MPM) in our Global Mobility Team at Microsoft, you will be reporting to the Global Mobility Director working with clients (Assignee/Transferee population, HR, Compensation & Benefits, Finance, Stock Team, Staffing, Corporate Tax, Business groups) in the following two main areas of responsibilities:





• Act as Trusted Adviser for Global Mobility offerings to our HR client base

• Create a heightened awareness of specific set of Mobility offerings among HRBP’s and the business.

• Execute/Implement change management strategies and communications plans for programs in partnership with the Service Excellence team.

• Ensure alignment with global guidelines and philosophies as well as regional regulations and local cultural needs, are met.

• Address market and industry trends in Mobility programs.

• Participate in vendor selection and onboarding activities, where required.

• Work with co-sourcing vendor partners, as applicable.

• Develop solutions from a menu of program offerings and develop mobility strategies to meet the needs of the business, HR and mobile employees in alignment with overall program strategy.

• Advise and educate business owners, HRBP’s and employees on integrated strategy ensuring that the solutions offered are right sized to business needs and support the talent management strategy.

• Integrate compliance and business objectives and drive regulatory, compensation, benefits, tax and overall compliance requirements

• Identify opportunities for improved integration with local stakeholders (e.g. GHRO, Finance, HR, Etc.) and implementation.

• Contribute to broader business strategy by effectively engaging local HR, Staffing as well as upstream and downstream HR and finance functions and driving effective integration, process simplification and decision making clarity.

• Ensure a compliant, positive experience for mobile employees.









Global Mobility Program Management - Program wide (All Mobility types)



• Manage global mobility ad hoc project requests from business in collaboration with mobility management and other field mobility program managers

• Manage a mobility portfolio (i.e. pool of projects or regional population distribution), including:

o Preparation of Cost Estimates

o Assignment letters

o Immigration initiation

o Other vendor initiations

o Annual program budgeting (assignee population)

o Repatriation support

o Communications with assignees

o Obtaining business approvals

o Conducting Assignment orientation/briefings with Assignee/spouse/HR

o Executing expatriate payroll initiation

o Ensure compliance with global mobility policies and processes

o Prompt resolution of issues and proactive responses to:

-Assignees/transferees

-Mobility Program Managers

-Business Group

-Staffing/HRBP’s

-Vendors

o Understand (and document where appropriate) all program processes

• Work closely with 3rd party relocation provider to ensure smooth relocation process for all employees

• Ensure compliance with all compensation reporting (all policy types) for relocation expenses

• Liaison with MSAP, HRIT, Payroll, Risk, when required

• Create strong partnerships with various internal organizations for support

• Provide support and advice in identifying, where appropriate, policy change or process improvement recommendations to address compliance issues, improve program effectiveness and remain competitive in our industry

• Monitor exceptions and make recommendations to grant exceptions when appropriate

• Provide global mobility subject matter expertise to regional HR representatives, and business line managers

• Act as a strategic advisor to HRBPs, managers and employees





Qualifications:



The following skills and experience are required to be considered for this position:

• Bachelor’s Degree in related field (HR, Finance / Accounting, Tax, Payroll)

• 5+ years of work experience in HR, Accounting, Tax, or Payroll with focus on global mobility program management and expatriate taxation

• Experience with either a "Big 4 "accounting firm or a multi-national corporation in a Global Mobility Program role managing more than 450 expatriates

• Strong knowledge of domestic, permanent relocations and international assignment management for a global organization and the ability to partner with legal counsel and external vendors in order to successfully coordinate all global mobility support for our employees

• Must have executive presence and be able to communicate with all levels of organizational structure

• Excellent interpersonal skills are required

• Candidate must be able to work under pressure and within short time constraints

• This position interacts frequently at the management level throughout the corporation and requires the ability to influence others

• Strong vendor management and reporting skills

• Experience with domestic and international policy development and implementation, as well as domestic and foreign payroll reporting requirements

• Strong knowledge of global mobility accruals, cost allocation and budgeting

• Understanding of income tax rules, social security and tax treaties

• Understanding of Global Mobility Compliance and Risk management

• Proactive approach and solution oriented attitude

• Team player with strong communication, organizational, and analytical skills

• Self-starter who is able to work well independently or in a team environment

• Proficiency in Microsoft Office Tools (Excel, Word, Access & PowerPoint)

• Demonstrated experience leading complex projects, change management and collaboration with multiple stakeholders

• Strong knowledge of process development and documentation
