Day to Day Responsibilities:

   ·  Supports the review, approval and development of the following, but not limited to:

       (ETC) Estimate to Complete Determination Data,

• Change Proposals (Trends) from EPCM contractor and sub-contractors,

• Bid Evaluation Budget to Contract Award,

• Schedule Baseline change proposal presented by EPCM contractor,

• Integrated Master Schedule (IMS),

• Contingency / management reserve allocation

• Invoices submitted by EPCM Contractor,

• Risk Register with monetized values,

• EPCM Contractor Weekly and Monthly project status reports,

• Quantity baseline and forecast report,

• Lesson Learned Database,

• Project Cost / Schedule close out report.

   ·  Develops and maintains staffing plans for all the site project functions.

• Reviews contract drafts for adequacy of scope, schedule and budget definition and Project Controls requirements. Coordinates development of all data in support of negotiations.

• Prepares, coordinates, and directs Project Controls presentations to site Project Management, as required.

• Participates in the development and training of assigned project controls personnel and the implementation of on-the-job and classroom training programs.

• Conducts personnel performance reviews and career counseling. Interviews candidates for employment and makes recommendations for employment decisions.

• Directs project control activities. Develops, interprets, and executes policy, objectives, and standards applicable to cost and schedule control and analysis activities.

• Prepares the Project Controls site execution Plan for the Project

• Maintains liaison with the projects functional management to coordinate workload and staffing plans, work processes, and procedures that support control of the scope, schedule and budget of the project.

   ·  协助制定和维护工厂各部门的人员计划

• 审核合同草稿的范围、进度和预算定义以及项目控制要求。为合同谈判团队协助准备所有相关数据

• 根据需要为工厂项目管理团队准备、协调和提交项目控制演示文稿

• 参与制定对项目控制人员的培训计划，并实施上岗培训和教室培训

• 开展人员绩效考核和职业发展规划指导。与应聘者面谈并提供就业建议

• 指导项目控制活动。对成本和进度控制和分析活动相关的政策、目标和标准进行完善、解释和落实

• 准备项目控制实施方案

• 作为与其他项目职能部门人员的联络人，协调项目范围、进度和预算控制相关的工作量、用人计划、工作流程和程序

Education & Experience:

A recognized degree in Engineering, Construction Management or Business Management from an accredited college or university. Minimum 10 years of experience in constructing manufacturing and process facilities

Required Skills:

   ·   Thorough knowledge of and demonstrated experience in directing cost engineering functions, including cost estimating, control, and analysis, and planning and scheduling functions, including schedule development, control, and analysis, in the field. Experience and demonstrated skill in establishing criteria for Project Controls activities.

• Minimum of (10) years of experience within Project Controls function with time spent in each discipline (Scheduling, Cost Control and Estimating), preferably in constructing manufacturing and process facilities.

• Demonstrated skill in management, supervisory, and personnel administrative functions.

• Skilled in oral and written communication, with demonstrated ability to present Project Controls information and analysis to Sr. Management.

• Demonstrated skill in identifying, analyzing, and problem solving.

• Expert level of knowledge of Project Controls processes and tools for the control of, engineering, procurement, contracts, construction, and startup work processes, as performed by EPCM contractor

• Knowledge of planning and scheduling for engineering, procurement, construction and start-up management customarily acquired over time through specialized instruction or practical experience. Current knowledge of constructing manufacturing and process facilities and technical developments
