Day to Day Responsibilities:

   ·   Works on cost estimating, control, and analysis, and schedule development. 

• Establishes criteria processes and procedures for cost control activities.
• Assists in developing and implementing requirements for cost recording, cost coding, reporting, and analyzing standards, programs, and reports. Performs performance monitoring and control functions for specific applications.
• Develops the following, but not limited to:

       Supporting development of estimates and budgets.

• Supporting the development and approval of plans and schedules.

• Tracking performance against the budgets and schedules while correlating performance information against the work processes.

• Identifying trends where deviations are about to occur unless action is taken.

• Identifying and documenting scope changes to the project scope.

• Preparing content for project and construction status reports

       Coordinates quantify estimates for trends/baseline change proposals. 

• Assists in developing and implementing requirements for cost recording, cost coding, reporting, and analyzing standards, programs, and reports.
• Tracks labor charges and rates against budgets
• Supports the review of EPCM cost and commitment programs.
• Interfaces and coordinates EPCM data inputs for the Control Tower.
• Quality Control and Data integrity checks for Control Tower inputs from EPCM contractor
• Establishes and maintains regular input and publication of Control Tower to site management.
• Incorporates new and/ or updates existing KPI’s that are relevant to the onsite work fronts during the life cycle of the project.
• Interfaces and coordinates data anomalies with home office ETL programmers.
• Provides written analysis to Project Management on a monthly basis if all Control Tower KPI’s are outside of established control boundaries.

• 开展但不限于以下工作：

   ·  进行估算和预算

• 协助制定工作计划和进度表

• 根据预算和进度表，对实际项目进展进行动态跟踪和监督

• 识别潜在差异发生趋势并采取必要纠正措施

• 识别并记录项目范围变更

• 准备项目和建设状况报告

   ·  协调编写趋势/基准变化的量化预测报告 

• 协助制定和实施成本记录、成本编码、汇报和分析的标准、计划与报告的要求
• 记录并对比人工费用与费率的预算与实际情况的差异
• 协助审核总包成本和确定实施计划
• 负责采集并输入总包数据至控制台
• 对总包商在控制台中的数据输入进行质量控制和数据完整性检查
• 建立并维护控制台数据定期输入制度，并向工厂管理团队发送控制台数据报告
• 在项目生命周期内，对现场各项工作相关的KPI进行增加或更新
• 对数据异常情况，对接和协调总部的ETL程序员
• 每月对控制台各项KPI超出了预先设定的控制边界条件的情况向项目管理团队提供书面报告

  Education & Experience:

   ·  B.S. in Engineering, Construction Management, Business Management or equivalent years of experience

• Minimum of (5) years of experience with cost control and/ or accounting, preferably in the construction of manufacturing and process facilities.

  教育背景和工作经验要求：

   ·  工程、建设管理、工商管理相关专业本科以上学历

• 5年以上大型生产加工工厂建设领域成本控制或财务相关经验

      Required Skills:

  ·   Knowledge of cost controls and estimating for engineering, procurement, construction and start-up management. A thorough understanding of or capability to schedule complex engineering and construction projects

• Proficiency in using MS Office and Primavera P6 and one or more of the following costing systems/ cost processors (Cobra, EcoSys, SAP, P6, Ares G2, US Cost). Also one or more of the following estimating programs (WinEst, Hard Dollar, US Cost Success).

• Experience in working with programmers in developing quires for the ETL process.

• Prior cost control on large capital construction projects.

• Proven ability to work independently on complex project controls issues with superior interpersonal skills, creative solution and problem solving skills

• Strong oral and written communication skills

• Ability to interact closely and frequently with site construction management and operations personnel while maintaining necessary levels of commercial awareness

• 具备大型工厂建设项目成本控制经验

• 具备独立开展复杂项目成本控制工作的能力，优秀的沟通能力和解决问题能力

• 良好的口头和书面沟通能力，英文流利

• 具备与建设管理团队和运营团队密切沟通协调的能力，同时具备一定的商业敏感度
