Reports to: Senior HR Manager
Location: Beijing
Lead a team to manage and deliver benefit programs implementation and administration. Manage payroll. Manage service level of benefits vendors.
Key Responsibilities:
- Key contact on all company benefits programs, social securities and payroll.
- Lead payroll and benefits administration team to deliver daily administration service, including:
- Work with finance team and payroll vendor to deliver accurate and timely payroll, meeting the payroll SLA requirements.
- Conduct payroll audit to ensure C&B policy compliance in payroll process. Provide audit report to staffing team, HRBP team and C&B team.
- Manage social insurance and public housing fund for different cities to ensure legal compliance. Conduct employee communication in a timely manner. Monitor local regulations and provide solutions for problems.
- Manage company benefits programs including commercial insurance, stock program, holiday gift, summer trip, heath club, EAP, WEA, tuition assistance program, car program etc.
- Manage foreign employee benefits program including tax effective plan, benefits subsidy program, medical plan and stock program etc. Improve processes and employee experience. Provide necessary statistics to policy owners.
- Partner with C&B on benefit program review, new program landing, vendor service agreement renewal etc.
- Review and improve payroll and benefit programs administration. Conduct effective employee communication, plan enrollment, change, termination, internal readiness training, vendor management and payment, etc.
- Manage relationship with benefit plan vendors to guarantee the service level and smooth implementation.
- Key contact for FESCO BJ/SH/GZ/SZ. Manage FESCO and guarantee the service level.
- Supervise the work of all FESCO Desk helpers across China.
Manage the collaboration of MS with FESCO, including:
- Setting Service Level Agreement and ensure FESCO service quality.
- Streamline FESCO processes and maintain consistency among each FESCO
- Provide support to FESCO to improve their management on contractors
- Monitor FESCO’s service level and guarantee legal compliance, including p-file setup, social benefit transfer and contribution.
- Work with FESCO on HuKou application for campus hires
- Work on GHRO Payroll Project to integrate payroll process in GCR.
- Work on special projects as needed
Qualifications:
- 7+ years HR experiences including 2 years in benefits management and/or HR transaction experience. Foreign employee benefit program experience is preferred. BA/BS degree in related field is preferred.
- Strong written and verbal communication, project management and interpersonal skills. Be able to manage customer service requirements.
- Be able to work effectively under pressure and within short time constraints. Ability to manage multi-task in a good time management manner.
- A good team player who is result orientated. The ability to work independently to achieve results. High degree of accuracy and attention to detail are required. The ability to maintain confidentiality is required.
- Excellent English with both oral and writing.
