PRIMARY FUNCTION
Achieves Target Sourcing Services (TSS) and Target financial plans by partnering with Headquarter (HQ) counterparts and vendors through product development, vendor elevation, sourcing, placement, shipment and post-shipment cycle for assigned product categories and geographic markets.

PRINCIPLE DUTIES AND RESPONSIBILITIES
Team and Self Development
- Owns personal development through continuous learning and proactively seeks new assignments that build knowledge and improve skills.
- Manages and reviews the performance of the team and supports their personal and professional growth.
- Supervises daily operations of departments within area of responsibility.
Business Development
- Builds marketplace knowledge and product expertise: attends exhibition fairs, conducts market research and performs competitor analysis.
- Communicates market intelligence to global team and HQ counterparts.
- Provides Manager/Director and HQ counterparts with relevant information on assigned product categories to ensure objectives are well executed including pricing, sampling, styling details, forms and deadlines.
- Investigates product category opportunities, market/industry trends and provides the information to manager/director to determine the best costing strategy and specifications for satisfaction of business requirements.
- Reviews project management, processes and costing elements; coordinates and communicates with team, business partners and across functional teams to ensure vendor meets program timing and action (T&A) and product quality meets expectation/requirements.
- Retrieves necessary information from systems to complement the above functions and to identify actions to be taken.
- Supports the maintenance of vendor matrix and identification of overseas matrix opportunities according to the sourcing strategy and ensures the on-boarding process is successfully implemented for new vendors.
Vendor Relations
- Establishes and maintains key vendor relationships to ensure continued partnership and compliance with Target standards and expectations.
- Supports Manager/Director with developing vendors by ensuring vendors are coached on standard procedures and business expectations. Works with vendors on improving product design, cost competitiveness and business execution.
- Validates vendor’s submission of samples and costing; ensures they are timely and meet expectations.
 Program Management
- Reviews program objective packages; identifies gaps and/or problems and resolves any issues proactively.
- Facilitates and participates in placement meetings and/or preproduction meetings; monitors and leads team to finalize their responsibilities in the pre production requirements (PPR) to best manage production.
- Monitors and ensures vendors execute sampling and order management processes effectively and works with Target Compliance & Production Services (TCPS) and appropriate counterparts to diagnose any possible issues related to product quality and on-time delivery proactively.
- Ensures problems identified by the team are resolved timely, escalated correctly and shared with related counterparts; guides the team to the best alternate solution and contingency plans as needed.
- Monitors trade situations and informs managers appropriately.
Communication and Negotiation
- Communicates effectively and partners with all cross functional teams and HQ counterparts.
- Maintains close contact with HQ counterparts / Global Team and cross functional team (CFT) to ensure implementation of their strategies, goals and objectives.
- Keeps all relevant parties abreast of potential issues/delays and helps find creative solutions.
- Keeps all relevant parties abreast of new processes and best methods.
- Coordinates negotiations between HQ counterparts and business partners; finds creative solutions to meet Target expectations.
- Supports claim resolution and settlement and escalates issues to Manager/Director appropriately.

JOB REQUIREMENTS
MINIMUM REQUIREMENTS:
- 4 year University degree or equivalent
- 8 years of sourcing and/or merchandising experience
- Advanced knowledge of market and industry within the relevant geographic area (able to identify competitors’ activities/development to share with HQ and Global Teams)
- Advanced technical knowledge of processes and expertise of specific product categories sourced. Strong ability to cost specific product categories (understanding of economic and raw material impacts to negotiation and pricing)
- Large external network to gather required competitor and market information
- Excellent communication skills in English and local office language, both written and verbal
- Strong MS office skills and able to use all relevant tools and systems
- In depth knowledge of U.S. business regulations and compliance processes within the area of responsibility (customs, general & social compliance issues, anti-dumping, duty rates, minimum certification requirements)
- Broad yet in depth knowledge of U.S. retail industry (competitors and different market segments, price levels at Target, production segmentation, seasons, understanding Target guest, advanced level at understanding of retail accounting, and skills to interpret sales and inventory data)
- Knowledge of global trade, shipment and payment
- Strong problem solving, negotiating, planning and organizational skills
- Strong analytical thinking skills and holistic approach to understand & interpret reports, market trends and prepare reports.
- Able to drive meetings effectively and strong presentation skills

- Ability to travel extensively within designated country and internationally.
