SUMMARY
1、Recruit, motivate and retain site employees;
2、Administer compensation, benefits, safety, communications, and training programs for the site;
3、Maintain all HR record keeping and reporting requirements (PRC, Suzhou, and Corporate).
4、Serve as a member of the General Manager’s staff and actively participate in HR business development activities associated with AMT’s capacity expansions and continuous improvement (Lean) efforts.

QUALIFICATIONS 胜任条件
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
EDUCATION and/or EXPERIENCE 学历和经验
Bachelor's degree plus 5 years related manufacturing HR experience and/or training; Strong working knowledge of PRC employment laws and practices. Must be able to read, write and speak English (fluently). Previous experience working for a western parent company, preferred.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
1、Maintain reporting relationship to both the General Manager, Arlon Material Technologies, LTD and the Director of Human Resources, Arlon EM (MED).
2、Manage the timely recruitment and selection of candidates to fill job openings in a timely manner.
3、Insure all employees receive a comprehensive new employee orientation relevant to their specific joining position. Develop and implement additional hands-on, detailed training schedules for selected new key employees.
4、Administer the compensation and benefits programs at the site with corporate approval.
5、Assure compliance with local and PRC laws; keep abreast of all laws affecting employers/employees and assure compliance with same.
6、Implement/manage programs to motivate/retain employees.
7、Develop and maintain a talent bank both within and outside the organization.
8、Serve as the plant’s public relations contact for local government interaction for community related events and associations. Also serve as the Arlon liaison when interacting with local area manufacturers in the areas of policy and procedure exchanges, etc.
9、Co-Chair (along with the Facilities Manager) the Plant Safety Committee. Actively participate and lead the site’s safety programs.
10、Adequately maintain personnel files and other HR record keeping per Corporate guidelines, as well as within PRC guidelines.
11、Maintain site job descriptions and specifications.
12、Administer the site's performance appraisal system and Factory Incentive system (PIE).
13、Implement and promote site management development/training programs. Perform in-house training as needed.
14、Perform timely compensation/benefits surveys to insure up-to-date information of local markets.
15、Develop and administer the quality system (ISO) as it related to the associated human resource functions.
16、Coordinate the Company’s employee events.
17、Administer the Company’s annual Service Award Program.
18、Serve as payroll “backup” to the Accounting Department.
19、Assist in projects such as the Budget, Strategic Planning, Strategy Deployment, Kaizen participation, Staff development programs, etc.
20、Special projects as required.
SUPERVISORY RESPONSIBILITIES 监督职责
1、Supervises three employees in the Human Resources Department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
2、Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
WORK ENVIRONMENT
The noise level in the work environment is usually moderate.
