职位描述：
概述SUMMARY
全职管理斯丹赛公司在国内工厂的EHS工作。包括现有研发工厂和将来中式以及商业化生产的工厂。达到零失时工伤的公司目标。
Full time management of the EHS program for the ICT facilities in China. This function is responsible for both the current research site as well as future pilot- and commercial-scale facilities with the goal of maintaining zero lost time injuries across the organization.

1. 根据国家和当地EHS相关法律法规，负责制定和修改公司EHS管理 制度，提供相应培训。
Create and write the company EHS procedures according to the National and the Local Laws and Regulations,
2. 准备并组织必须的EHS培训，包括安排第三方机构进行培训
Prepare and deliver required EHS training including use of specialist third party organizations.
3. 参与审查相关安全技术规程，并监督检查执行情。
Conduct internal safety inspections and enforce company EHS procedures.
4. 后期EHS人员的招聘以及ICT EHS部门的管理
Future recruitment and supervision of ICT EHS personnel
5. 负责劳动防护用品的选
Responsible for the selection and the purchase of the Personal Protective Equipment
6. 负责新、改、扩建项目安全及环保“三同时”制度的落实；
Implement necessary EHS protection during new construction, modification and expansion projects.
7. 定期向国家环保部门和安全主管部门报告新项目建设以及日常运营过程中有关环保管理体系的执行情况及安全生产情
Monitor and report the EHS performance during construction and routine operations to the EPA and the Safety Supervision Bureau.
8. 组织各类伤亡事故的分析调查处理工作，分析事故原因、提出预防措施及改善方案，落实事故责任，做出妥善处
Lead investigation to find root cause of all workplace accidents and reported near-miss, propose the solution (including clarify responsibility for implementation) and monitor effectiveness of the corrective action..
9. 定期组织安全大检查及日常安全巡查，发现安全隐患及时上报主管领导，并组织落实整
Organize the regularly and daily safety inspection, report the safety risk and arrange the modification.
10. 根据公司的战略目标和经营方针，编制EHS年度工作计划。
Establish the EHS annual plan according to the company strategic target and the management guideline.

11. 同地方环保、劳动部门及合作单位等建立融洽的关系，为公司经营创造良好的外部环境。
Maintain good working relationships with the local Environmental Protection, Safety and the relevant Bureau or agencies.

主要职责ESSENTIAL FUNCTIONS
主要职责包括但不限于
Essential functions include, but are not limited to the following:
o 负责公司内部以及公司外部EHS相关事务的接触以及沟通
Main point of contact for EHS matters with internal and external parties
o 新项目相关的前期政府审批工作
Obtaining required EHS government permissions for new projects.
o 管理和建立安全管理操作规程以发展和维护公司的安全文化。
Developing and maintaining a culture of safe working practices through personal leadership and establishing standard procedures for safety management.
o 做好消防等安全设施的定期巡检工作。
Conducting the routine inspection of safety systems including fire-fighting facilities.
o 做好安全检测以及安全防护相关的特种设备的管理工作。
Managing of the special equipment required for safety detection and prevention.
o 实施工作安全评估，工作许可包括挂牌上锁程序，实现零损失工时事故。
Enforcing a system for job safety assessments and issuing permits-to-work including lock-out tag-out of energized and hazardous systems. Zero lost-time injuries
o 提交周报月报进度报告。
Preparing weekly and monthly progress reports.
o 管理将来的工程师和技工的目标设定和绩效考核。
Managing of Engineers and Technicians including setting objectives and review of performance in the future.
o 选择和管理专业承包商。
Selecting and supervising of specialist contractors.
o 对工厂改建项目的资本支出提供技术和财务支持。
Providing technical and financial input to capital expenditure requests for site improvement and renovation projects.
o 在预算和授权范围内管理费用预算。
Approving operating expenditure in line with budget and authority level.
o ICT 安全委员会成员
Member of ICT Safety Committee.
o 积极维护公司形象。
