Part I: Principal Responsibilities
Financial Management
- Handle and manage full sets of books and report to local and group management within deadlines.
- Perform cost and expense analysis for business, and implement financial analysis of projects and expense management.
- Manage and improve financial planning and analysis process & methodology for the outsourcing business, including budgeting, forecasting and profitability analysis.
- Review reconciliation of all accounts.
- Oversee the flow of cash and cash management strategies.
- Approve or reject, or coordinate the approval and rejection of, credit, commercial, real estate, and personal loans.
- Establish procedures for custody and control of assets, records, loan collateral, and securities, in order to ensure safekeeping.
- Review collection reports to determine the status of collections and the amounts of outstanding balances.
- Maintain the integrity of International transfers including working capital and flow of revenue and related expenses.
- Tax management including International Tax treatments and FOREX decisions.
- Manage the preparation of Monthly Payroll data for processing or hand-off to the Payroll vendor.
- Manage timesheet data for offsite / contracted staff working through agencies.
- Manage Vendor and other contracts, providing reviews, corrections and advice on compliance, pricing, key terms and financial liabilities.
Relationship Management
- Interact with banks, auditors, tax authorities and other related Government parties.
- Establish and maintain relationships with individual and business customers, and provide assistance with problems these customers may encounter.
- Manage key providers such as banks, brokerage firms, risk and insurance departments, or credit departments.
- Network within communities to find and attract new business.
- Government liaison, building up good relationship with government agencies.
Financial Reporting
- Provide monthly closing and consolidation, financial performance review, quarterly / cycle reports, variance analysis, ad-hoc reporting requirements and presentations.
- Preparation of monthly/quarterly/annual corporate and statutory reporting package.
- Billing reports verification (AR).
- Prepare Finance outputs and reports including Finance Plan, Operating Budget, Forecast Plan.
- Prepare financial and regulatory reports required by laws, regulations, and boards of directors.
- Prepare the Finance summaries and ad-hoc components of internal Monthly Operations report.
Finance Team Management
- Develop and lead the financial team to achieve targets.
- Plan, direct, and coordinate the activities of workers in regional branches and offices.
- Recruit staff members, and oversee training programs.
Part II: Specific Short Term Requirements
- Be prepared to work within the financial constraints of a young company.
- Understand that as a small Finance team there is a need to be involved at all levels of detail.
- Our desire is for the Support functions to grow with the Company and be an integral ‘Strategic Partner’ and trusted advisor to the Executive team on the journey towards sustained profitability.
- The small Finance team will be distributed between Chinese Cities (currently CC and GZ).
- By nature, the business has highs and lows – the Finance cycle is set but there are variables that can upset plans and cash flows without notice. The Finance team needs to be responsive, consistent and supportive of the business in managing such challenges.
- The productive and healthy relationship with other support functions, especially HR, is critical.
- The Finance team is expected to remain objective, calm and able to direct priorities for the Executive team on a weekly basis.
Part III: Requirements
Education Background and Working Experience
- Qualified accountant with university degree, major in finance/accounting or relevant disciplines.
- Possess over 7 years working experience in accounting and finance, with minimum 5 years experience in the planning, reporting and analysis areas holding a management position preferably with foreign companies in China.
