We are currently seeking an experienced professional to join this dedicated team in the role of Human Resources Manager.
Working location can be Guangzhou or Xi’an.

? Role Purpose
? ? Understanding the Business/Function objectives and identifying how HR can drive/support the achievement of these in partnership with the Business/Function management team
? ? Contributing to the development and supporting implementation of HR strategy
? ? Using human capital metrics to support the anticipation and identification of local trends, risks and needs within the Business/Function before they escalate and recommending solutions
? ? Supporting identification of talent pool candidates and advocate career development
? ? Facilitate succession planning with leadership teams
? ? Facilitating effective and consistent performance management and calibration and pay review discussions and negotiations within the Business/Function, supporting specific interventions and promoting compliant job evaluation
? ? Working with the Business/Function to develop and maintain a positive employee relations environment
? ? Act as an advisor on complex or exceptional employee relations issues and people decisions, including those escalated from other HR support channels
? ??Takes the role as the SPOC of employment laws and regulations related issues or cases, actively being involved in cases going through external legal channels, e.g. labor dispute, employment arbitration or litigation Case.
? ? Manpower planning discussions within the Business/Function using the Group frameworks

Principal Accountabilities:
Impact on the Business/Function
1. Act as HR generalist to provide solutions to assigned Business Services in supporting its strategies.
2. Ensures HR policies, procedures and processes in employee relations are aligned with HR FIM, supporting business decisions and keep current on evolving legal requirements that impact the company.
3. Provide consultation and support for the following:

? Employee relationship
? HR risk management
4. Uses knowledge and understanding of the business strategy and model to consistently impact sustainable business results
5. Deliver alignment between the people strategy and the business strategy; delivers commercial value through the people agenda
6. Effectively manage demand from the business, ensuring priorities and resource allocation is aligned with commercial ROI on HR interventions
7. Deliver on the strategic opportunities that significantly improve Business/Function performance. Be a leader and an active agent of change
8. Develop and provide the strategies and interventions that effectively deliver people-related aspects of change
9. Plan, organize and manage the network of related activities and resources

that deliver successful completion of change projects

10. Analyzes and highlights employees’ feedback to management team, recommends solutions balancing interests of the company and employees. Work closely to monitor the implementation and assess / adjust actions
11. Monitors the staffing/vacancy level and works closely with HR functional teams to ensure manpower requirements of business planning can be met.

Customers / Stakeholders
Ensure HR solutions and policies serving business interests and at the same time does not harming the employed. Maintain positive partnership with all parties and stakeholders.
1. Establishes and maintains effective high-level relationship with business and functional matrix, enabling people driven outcomes; proven ability to influence
2. Identifies, evaluates and implements new service approaches and management concepts to exceed customer expectations, improve service levels and reduce costs
3. Provides professional advice/support to managers on the areas of staff development, retention, job posting and deployment, counselling, disciplinary / grievance procedures and performance appraisal.
4. Take timely actions to issues or cases that could go through external legal channels. Work closely with Legal department, business services and external vendors to develop strategy and approach defending the company
5. Work with hiring managers understanding and responding to their staffing needs managing headcount and budget to ensure numbers remain within the Annual Plan and relevant functional strategy
6. Provide findings of observation and propose solutions to ensure HR practices are aligned among business services to mitigate risk of disputes
7. Influences stakeholders through understanding of the intervention, rather than resorting to the policy manual

1. Proactively interacts with global colleagues and teams to understand overarching HSBC and local issues, to leverage ideas and ensure consistent product, services and processes

Operational Effectiveness & Control
Drive and execute process improvement and workflow streamlining and ensure adherence to Compliance standards
1. Drive effective and efficient deployment of HR products and services into the Business/Function
2. Implement Group Compliance policy and HR FIM internally and foster a compliance culture
3. Anticipate and identify the HR operational risks to the Business/function performance, HR reputation and the HSBC brand. Drive solutions without tolerance of repeated failure
4. By timely implementing internal and external audit recommendations
5. By introducing and facilitating Global / Regional HR program to land in local entity, and working closely with Group HR Communities.

Role Context
HSBC Software Development (Guangdong) Limited (HSDC) in Guangzhou (formerly known as PDC, which was established in October 2000) has become a Global Technology Centre in China (GLTc) since March 2005, sharing the same GLT Vision, Mission and Core Values of the GLT family. HSBC Global Technology (GLT) is part of the HSBC Group - one of the world's largest financial service organizations. Headquartered in London, the HSBC group network is spread across 10,000 offices in 82 countries with a customer base of 125 million.
With such massive proportions of number crunching, the software development needs of HSBC are phenomenal and customized to meet the HSBC group requirements worldwide. GLT is a fully owned subsidiary of the HSBC Group.
The jobholder has the authority to make decisions with respect to the management of the Relationship Team on a day-to-day basis but has to refer to Head of HR GLT China for any major incidents that affect company reputation, continuous business operations and efficiency of the Site. He/she has the authority to implement courses of action under a contingency situation.

The job holder is guided by the Head of Human Resources of GLT China, Group Standards Manual, Group Operations FIM, local laws and regulations and take an active part in assisting Head of HR to provide professional services to business

Management of Risk (Operational Risk / FIM requirements)
The jobholder will also continually reassess the operational risks associated with the role and inherent in the business, taking account of changing economic or market conditions, legal and regulatory requirements, operating procedures and practices, management restructurings, and the impact of new technology.

This will be achieved by ensuring all actions take account of the likelihood of operational risk occurring. Also by addressing any areas of concern in conjunction with line management and/or the appropriate department
Observation of Internal Controls (Compliance Policy / FIM requirements)
The jobholder will also adhere to and be able to demonstrate adherence to internal controls. This will be achieved by adherence to all relevant procedures, keeping appropriate records and, where appropriate, by the timely implementation of internal and external audit points, including issues raised by external regulators.

The jobholder will implement the Group compliance policy by containing compliance risk in liaison with Global Head of Compliance, Global Compliance Officer, Area Compliance Officer or Local Compliance Officer. The term ‘compliance’ embraces all relevant financial services laws, rules and codes with which the business has to comply.
 
This will be achieved by adhering to all relevant processes/procedures and by liaising with Compliance department about new business initiatives at the earliest opportunity. Also and when applicable, by ensuring adequate resources are in place and training is provided, fostering a compliance culture and optimising relations with regulators.

Knowledge & Experience / Qualifications

Knowledge, Experience & Skills
? Bachelor or equivalent degree preferably in Human Resource related discipline,
? Broad generalist HR experience – ideally gained within a global financial services environment
? A prior hands on experience in managing cross regional and large business unit
? Customer focused, a “can-do” attitude, independent and proactive self-starter
? Experience in designing, implementing, and measuring various key HR practices
? Strong problem-solving, lateral thinking, planning, organizational, analytical and decision-making skills
? Ability to work independently in a dynamic environment and at times ambiguous environment
? Strong business relationship management skills
? Ability to build and maintain collaborative relationships at all levels across business
? Excellent leadership, communication, interpersonal and people management skills
? A high degree of professionalism and tact in handling sensitive situations
? Ability to apply critical analysis and judgment when reviewing activities and execution plans
