1. JOB DESCRIPTION
Senior Customs Manager China
2. OBJECTIVE
Develop and maintain an effective network and business relationship with Chinese customs, trade control agencies and other local government contacts in order to ensure an efficient inbound and outbound clearance process with compliance to Chinese laws and regulations

3. MAIN TASKS
· Manage the China customs team, including customs broker, in order to ensure Key Performance Indicator (KPI) targets are met and Standard Operating Procedures (SOP) are followed
· Establish efficient customs clearance procedures and guidelines compliant to legal and statutory requirements and ensure that VCC and all other relevant stakeholders are informed about required paperwork and procedures
· Educate Greater China personnel regarding customs and trade rules and regulations in the Greater China region
· Manage government authorities, including Customs and import/export related agencies
· Manage the Greater China product database, including origin and tariff classification and manage the approve of new products as they are rolled out to the Greater China region
· Conduct internal assessments to identify deficiencies within the regional trade compliance program. Identify and effectively implement required corrective actions
· Determine and implement cost savings, through Free Trade agreements and other opportunities
· Communicate regularly with senior management on Customs Compliance issues. Publish monthly trade reports regarding duties and taxes, entered value, number of shipments, compliance rating from post entry audits etc
· Manage all Customs audits and Customs inquiries in the region

4. RESPONSIBILITIES - AUTHORIZATION
·Responsible for customs management and relationship with internal and external stakeholders, as well as VCC logistics service provider to consistently meet service standards and performance within budget parameters. Accountable for (a) the inbound clearance process and (b) the export process

5. COMPETENCES/PROFILE
· Subject matter expertise in all relevant areas of trade compliance (classification, valuation, country of origin, free trade agreements, MOH permits, CIQ licensing, etc.)
· Working experience from the automotive or manufacturing industry
· Negotiation and persuasive skills and knowledge of regulations and working methods within customs handling
· Fluent in Chinese and English, both verbally and in writing
· Good communicative abilities
· Software skills (MS Word, Excel, Powerpoint, etc.)
· Problem solving, leadership and decision making skills
· 8-10 years relevant experience from the customs supply chain management industry and established network with Chinese customs clearance authorities
· Minimum 3 years of team management
· Education:
o Bachelor’s degree or equivalent
o Customs broker license (preferable)
