Role Summary/Purpose
We are looking for an experienced professional with broad and deep knowledge of Chinese Government policies, specifically rules, regulations and their implications for GE "energy businesses". People on this role shall lead the development of policy and government affairs strategies and action plans at national and regional levels and further, implements these strategies and action plans through direct interaction with government officials, policy influencers and through leadership in industry as

Essential Responsibilities
Establishes a sense of urgency for change and develop the change towards a coherent strategy

Consolidates improvements by tracking the execution & the progress, meanwhile, drive for more change

Regularly interacts with the leaders of the corporation matrix, provides them with advice, guidance and assistance in areas relating to public policies, rules and regulations and government relations

Accountable for securing a public policy environment which permits Corporation to operate with the maximum flexibility and fewest impediments

Identifies major issues (e.g. tax, trade, market access policies etc), and drives strategies/actions to address these issues

Eliminates barriers by understanding the current environment and assess the impact of change on all aspects of the environment

Assists others in dealing with ambiguity and adapting to change in behavior, beliefs, and assumptions

Continually tests current assumptions, seek new information and use new methods to solve problems

Anticipates changes in public policies and government regulations to meet organization’s current and future business needs

Drives the development of innovative strategies and "Sells" these strategies both internally and externally.

Works with other corporations and industry associations in influencing government policies to meet business needs.

Thinks outside the box. Develops proactive action plans and solutions to improve organization’s operating environment.

Qualifications/Requirements
More than 10 years of experience in related areas

Professional and fluent English communication skill both verbal and written

Demonstrated expertise in understanding public policies, specified regulations and government operations in both theory and practice

Superior communication and interpersonal skills, being a persuasive communicator and negotiator, yet with the ability to understand and accommodate diverse views

Ability to handle complex and sensitive negotiations with absolute integrity.

Extensive external contacts with senior government officials, industry associations and executives of other corporations.

Recognized as a leader, expert and “advisor of choice” by both within Corporation and externally among industry associations and government officials.
