Responsibility Scope职责范围:

· Be responsible for Capital project procurement which project budget is under 50 TEUR

负责项目预算在5万欧元以内的固定资产项目采购

· Support HQ or department manager for the oversea or significant Fixed Assets sourcing and purchasing projects.

协助总部或部门经理进行海外或重大的固定资产类项目采购

· All Fixed Assets purchasing order management on SAP

操作SAP系统进行所有固定资产类采购订单管理

· PO status follow up and delivery control

订单状态跟踪和交货控制

· Responsible to collect all necessary documents of the contract and support custom clearance for import & export

负责收集所有合同相关文件并支持相关部门进行设备进出口清关

· Work with RD for the payment management to ensure the cash out target

负责固定资产项目付款管理并和相关部门合作保证Cash out 指标的完成

· Contract performance monitoring and Change management

合同履行的监控和变更管理

· Weekly report of Capital purchasing to the management

负责每周向公司管理层汇报采购情况

· Supplier relationship maintain and Problem shooting

供应商关系维系及问题解决

Working Task(details)工作描述:

· Work with RD technique responsible employee to organize and execute RFQ,RFI,RFP, negotiation, comparison, supplier evaluation, purchasing meeting, agreement draft, contract, performance monitoring, etc. according to capital purchasing process and RD requirements.

依照公司采购流程及相关部门需求, 与需求部门员工联合采购, 组织并实施 RFQ,RFI,RFP, 价格谈判, 比价, 供应商评价, 采购会议, 起草合同, 签约, 履约监控等.

· Daily support to HQ or department Manager for significant Fixed Assets projects, take over after the project nomination, and release the contract documents and project follow up.

日常支持总部及部门经理的重大固定资产项目采购, 并在项目提名后, 负责合同签署及项目跟踪

· SAP data input and maintain for capital purchasing function. (new supplier creation, Purchasing order creation and maintenance, etc.)

在SAP系统中建立和维护固定资产采购相关信息

· Cooperate with project engineers to monitor contract performance of supplier, liaise with suppliers to obtain the project status timely, progress controlling and problem solving.

与项目工程师配合对合同履行进行监控，实时与供应商沟通对项目进展情况进行跟踪和控制，并及时解决问题

· Support project engineers for the project change management, like schedule change, transportation change, cost increase and communicate with RD which might be influence by the changes.

协助项目工程师进行项目变更管理 (如日程更改, 运输更改, 成本增加) 并与变更相关的部门进行沟通

· Collect and check the validity of transportation documents (Packing Lists, Performa Invoice, Invoices, Bill of lading, Certifications, CCC, etc.)To support Import & Export expert to the custom clearance and transportation arrangement

收集及检查货运和报清关所需文件，并配合进出口部门的清关工作及运输安排

· Responsible for the Fixed Assets purchasing payment documents collection, applications and management. (Bank guarantee, invoices of installments, acceptance, etc.) and work with RD to achieve the company cash out target

负责海外固定资产项目采购付款文件的收集, 申请及管理 (保函, 各阶段付款发票, 验收文件等), 并于相关部门合作达成公司投资指标

· Manage the Fixed Assets purchasing documentations. (SSIS,SAP orders, Commercial condition contracts, Tech agreements, Negotiation protocols, CSC meeting documents and meeting minutes, etc)

外海固定资产项目采购文件日常管理

· Fixed Assets supplier management : Database update and maintenance, Supplier relationship maintenance.

供应商管理：供应商数据库更新和维护，供应商关系维系。

· Monthly and quarterly reports for the Fixed Assets procurement

海外固定资产采购月度和季度报告

· Other jobs from line manger

Qualification & Capability Requirements ( to defined correctly) 能力及素质要求:

· Bachelor degree in Business ,Trading or Mechanical.

· Above 2 years purchasing working experience in multi-company, Fixed Assets/MRO/Investment procurement related OR Custom Declarant (Equipment Import) is preferred. Fresh graduates with outstanding education backgrounds (Master degree or oversea education) will be considered as well,

· Auto or Mechanical industry is preferred

· Excellent in English both oral and written (Above CET 6), a En and German bilinguist is preferred

· Energetic, Self-starter, Good team player, Quick learner, Can work under pressure.

· Proficiency in MS Office applications, SAP and Lotus Notes experience is preferred
