职位描述

sUmmarY
the Human Resources Manager plans, organises and supervises the activities of the Human Resources department to insure an efficient planning, usage and treatment of the manpower to achieve the company's objectives. He is responsible for reporting Human Resources activities and statistics to the head office. He is also responsible to coordinate activities related to employee's training, plant security and internal and external communications.
RESPONSABILITIES
l Fulfill his responsibilities according to the current laws and rules of the People Republic of China and politics and procedures of ;
l Manages the personnel of his department;
l Insures that working conditions are applied following the internal procedures;
l Insures the development of the personnel under his responsibility;
l Manages the budget of the Human Resources Department;
l Manages the activities related to the administration and management of personnel, the internal and external communication and the relation with other industrials;
l Manages of the activities related to the formation of the personnel;
l Responsible for the security system of the company;
l Assumes an advisory role to managers on Human Resources issues;
l Responsible for developing the politics and procedures related to the management of Human Resources and oversees their implantation, their execution and compliance;
l Responsible for his department contribution to the achievement of the mission of the company following the company's values.
PROFILE
l Required Qualifications :
l Holds a bachelor degree in industrial relations/communication or in Human Resources management or an equivalent working experience;
l Ten (10) years of industrial experience, preferably in the chemical or petrochemical industry, with three (3) to five (5) years in charge of a Human Resources department;
l Skills and Aptitudes :
l Leadership;
l Team spirit;
l Good capacity for problem solving and decision making;
l Motivated to succeed and for the development of himself and his subordinates;
l Capacity to develop and maintain good interpersonal relations;
l Excellent oral and written communication;
l Highly trustworthy and discrete;
l Tact, diplomacy and flexible;
l Good negotiation skill;
l Strong integrity and professional ethics;
l Must be fluent in Mandarin and to have good knowledge of English
