Material & Welding Engineer

Location: Beijing

Responsibilities:
The Material & Welding Engineer is a specialist in the science and engineering of materials and welding in the Oil and Gas or power industry. He is responsible to provide the technical consultations regarding the selection of welding material, understand the international welding codes and standards and specifications welding specification, develop and review and welding procedure and test inspection plans.
1. Responsible for the Technical Aspects of the material selection and welding procedure.
2. Reviews of vendor documentation to ensure compliance with material selection and Review and approval of material substitution requests, and participate in resolution of fabrication and material problems.
3. Performs reviews of EPC/vendor / supplier material and welding specifications and related documents to ensure compliance with international codes, engineering standards and specifications requirement.
4. Ensures the proper implementation and maintenance of the Welding Program to meet the Quality Assurance Programs, Regulatory, and ASME Codes or other international Codes.
5. Performs on-site reviews and audits of vendor welding and fabrication tasks.
6. Supports the project engineering manager or project manager with the support project welding activities in accordance with the Welding Program Manual, regulatory, code and contract requirements.
7. Reviews contract and design specifications to communicate project material and welding requirements to suppliers and vendors. (Project Technical Material and Welding Requirements Document)
8. Works with Design Engineering in determining correct weld design to meet manufacturing and NDE requirements.
9. Projects primary contact for questions, issues, and interpretations related to welding procedures and codes.
10. Reviews selection of materials for equipment, instrumentation and piping produced by EPC or contractor.
11. Prepares material studies and reports; and participate in resolution of fabrication and material problems.
Requirements:
1. B.S from an accredited college in Welding, Engineering, Metallurgy Materials Science, Welding Engineering Technology or other applicable technology program.
2. 10 + years of experience as a Materials and Welding Engineer in the Oil and Gas or power industry.
3. Familiarity with ASME / ASTM Material Specifications and associated test requirements.
4. Familiar with NACE, CWB, AWS, ASM, CWA, API, ASTM.
5. Experienced working with the ASME Sections I, VIII, IX, and B31.1, AWS D1.1. and AWS D1.6.
6. Experienced with the development and qualification of WPS (Welding Procedure Specifications), PQR (Procedure Qualification Records) and maintaining WPQ (Welder Performance Qualifications) to meet design, construction, and regulatory requirements for oil, gas, refinery and power plant applications.
7. Experience with evaluation and resolution development of material and welding related project and code issues, and successful presentation to project management.
8. Experience with FEED and EPC phases of Projects.
9. Very Good written and oral communication and problem solving skills.
10. When making decisions or developing recommendations, the candidate should take into consideration all safety related issues and address environmental impact issues.
