Responsibilities:
1. Within the assigned region, Identify gaps (incl. from accident, incident and near miss, safety audit, inspection and safety walk) of HSE management system; continually improve the systems by consolidating and optimizing the HSE management system and programs, supporting operation units in developing HSE management tools, to ensure the HSE management performance. The main task as following:
a) Conduct safety inspection and safety audit.
b) Develop, interpret and drive HSE procedures.
c) Organize and participate HSE activities and HSE meeting.
d) Provide and delivery HSE training and participate to HSE training development;
e) Compile and submit varies HSE report according to regulation and company requirements.
f)Attend HSE accident, incident and near miss investigation and analysis, and give out improvement recommends.
g) Analyze varies HSE data and give out professional advice to management.
h) Facilitate the annual HSE plan

2. Assist HSEQ manager to set Safety Action Plans for all plants in assigned region (shanghai, Jiangsu, Zhejiang) and others as requested, support all the Departments and Facilities to set their SAP; monitor progress monthly, define the action plan to ensure meeting the targets;

3. Plan and provide HSE training, coaching to Departments and Facilities.

4. Quality:
a) To manage the existing Q&IMS documents of ALEC updated, review and coordination
b) To manage the process of ALEC identify、audit and improvement.
c) Organize the occurrence handling、action follow and experience feedback loop in ALEC
d) Q&IMS implementation and maintenance in ALEC
e) Maintain the quality report system
f) Others assigned by Dept. Manager

Requirement:
1.Bachelor degree above, Major in safety/chemical/other engineering
2.8+ Years work experience in chemical plant, 5+ years plant safety management experience
3.Good English skills both in oral and writing, good computer skills
4.Good communication skills and interpersonal skills
5.Be familiar with HSE regulation
6.Have good transportation safety management knowledge and equipment installation knowledge is preferable
7.Hold Certified Safety Engineer certificate
8.Hold driver certificate is preferable
