2: JOB PURPOSE
Manages personal and process safety for multiple facilities ensuring facilities comply with the Operational Stewardship philosophy.
The Operational Stewardship Engineer primary responsibility is to implement SCD Stewardship to ensure compliance with all environmental and safety regulations and to manage projects related to safety and environmental regulatory compliance, environmental and safety performance, and pollution and property control, training, and compliance with Operational Stewardship across all sites of China.

3: DIMENSIONS
Geographic Scope: China, PRC
Number of employees supervised 0
4: KEY ACCOUNTABILITIES
1). Manage programs to ensure compliance with all safety, health, environment and government regulation. Also ensure compliance with applicable insurance requirements. Support employee involvement and ownership of safety process.
2). Implement SCD operational Stewardship program at all China facilities.
3). Maintains active involvement in plant safety committees, teams and the response team. Includes active involvement and oversight in the various emergency planning programs - Integrated Contingency Plan, Hurricane Preparedness Plan, Freeze Protection Plan, etc.
4). Serve as liaison with regulatory personnel on inspections, other on-site visits, meetings, and address any issues or concerns that arise.
5). Perform additional duties as required to ensure continuous improvement in our safety, health and environmental performance.
6). Participate in facility goal setting and budgeting for the safety, health and environmental programs.
7). Lead and develop staff personnel to increase individual capabilities, responsibilities, and self-sufficiency.
8) . Develop and manage the disciplined personal and process safety systems encompassed in Operational Stewardship. Evaluate team's strengths and weaknesses, acknowledge deficiencies, develop plans for improvement, and drive ownership of Operational Stewardship to all employees.
9).Assist in the development of site process safety systems, including safe operating envelope, alarm management, control of hazardous energy/electrical safety, etc.
10). Develop long range and short term training objectives for each site/location.
11). Monitor completion and tracking of personal and process safety metrics reporting.
12). Maintains active involvement in plant safety committees, teams and the response team, including
active involvement and oversight in the various emergency planning programs.
5: SPECIAL SKILLS/SCOPE
Minimum of 8 years working experience hands-on on the ground chemical operations experience, and have project management experience.
Fundamental understanding of chemical plant operation and environmental and safety regulation that apply to the facility, plant process, and human behaviors.
Chemical or Mechanical Engineering Degree.
Skills/Abilities: Administrative, organizational, presentation, decision making, technical, and managerial courage
Other Skills: Written and verbal communication, planning, prioritization, strategic agility
6: Travel Required
Frequency travel to all SCD China facilities is required.
