职位描述
1. Role purpose (in summary, describe the purpose of the jobholder)
Manage Technical Services Department (TSD) in China and to establish a competent level of technical knowledge of the department in order to provide support internally and externally of the company. Providing technical directions to the company and establish the company as a leading insulation solution provider.
2. Dimensions (measure the impact/scope of the position i.e. no. of subordinates, budget, customers, etc – financial and non-financial)
1. Head of Technical Services will be the pillar for company expertise and direction for product applications, system solutions and product development.
2. The department is expected to encompass 5-10 Technical Services Managers/ Specialists to provide technical support and product development across all segments.
3. General responsibility / principal accountability of the position (3-6 main items).
1. Managethe department across various offices in China for technical support, product development and site inspection services.
2. Establish and build competent level of technical knowledge of the department in the area of product applications and core competency such as thermal, fire, acoustics and energy efficiency.
3. Establish the company as a leading technical insulation solutions provider, offering innovative systems and product solutions to enhance total building performance.
4. Provide technical directions to the management and other departments for market and design trend, product development and technologies in the industry, and make recommendations for business directions.
4. Specific tasks and responsibility.
1. Establish the department key deliverables and provides direction to subordinates in achieving these targets.
2. Develop processes and ensure responsive support to the market through technical enquiries and product development work.
3. Amalgamate the varied technical expertise within the department to support cross department projects and developmental work.
4. Building and managing the information acquire over time through rigorous system and product testing internally and externally.
5. Provide support and determine resources for other functions including Marketing and Public Affairs.
6. Keeping constant updates on RI and other OPCO technical development and product solutions, and investigate the viability adopting their solutions into China context.
7. Establish work flow, communication tools, R&D methodology and cost control for the department.
8. Constant reviewing and monitoring of market trend and technologies to develop or modify product applications and solutions to address market requirements.
9. Develop continuous program for enriching technical awarenessand expertise for internal departments.
10. Consistently delivers high-quality technical services internally and externally of the organization.
11. Conducts regular bi-laterals and status meetings withinthe department.
12. Manages technical resources and budget effectively.
13. Plan for succession planning and ensure retention of core technical knowledge within the company.
14. Coach and identify key technical areas for developing subordinates competency.
15. Motivate the department through performance coaching, career planning and continuous development.

1. Business Directors
Operate “day-to-day” business with technical enquiries through Sales department. Provide technical perspective into business director’s consideration and strategy planning.
2. Marketing Department
Provides Technical Service Department (TSD) on current market trend, requirements and potential areas for development. Support Marketing department with technical write-up, promotion, catalogs, newsletter, etc.
3. Public Affairs Department
Collaborate with Public Affairs Department for key developments in local codes and regulations.
4. Factory Operations Manager
Liaise with Factory Operations Manager on product development, trials and support required.
7. Complexities of the job (what challenges are normally associated with your job and constraint you face)
1. Developing technical expertise within our own OPCO
No assistance from RI in helping develop technical expertise and know-how from the group. No OPCO is willing to transfer solution knowledge or facilitate technical discussions with our OPCO. Hence, the department has to be totally independent.
2. Problem solving on challenging issues
A variety of enquiries are presented to TSD daily. Some of whom is beyond our knowledge and capability.
8. Authority regarding decision making (What you decide without referring to your superior and what you can suggest to your superior, need the approval of)
1. Authority of Senior Technical ServicesSpecialist (STSS) shall be in line with company policies and strategies as determined by the Decision Rights.
9. Knowledge Requirement [what knowledge, skills and attitude are required to handle the job e.g. how many years of experience, qualifications (professional, if any), formal education etc.]
1. Masters degree in Building Science or Engineering with 5 years of relevant working experience in the construction or building industry and 3 years regional exposure.
2. Strong knowledge in building sustainability and the concept of total building performance including fire, acoustics, thermal and energy efficiency.
3. Knowledge in computer aided tools for building performance simulations.
4. Ability to manage, lead and motivate a team of technical managers.
5. Proven to lead and facilitate team or client discussions effectively.
6. Understands how to communicate difficult or sensitive information tactfully.
7. Able to travelwith minimum notice and occasional extended periods.
