Summary
The Payroll Manager analyzes, audits, reconciles, and oversees payroll processing to ensure accurate and compliant employee payroll in the APAC region. Additionally, this role will be responsible for the development, implementation, and utilization of company systems and tools as it relates to the payroll function in the APAC region. This role will report to the Director of Payroll and aid in establishing global payroll processes and system standards to ensure internal and external compliance. In addition, this role will resolve regional employee payroll issues to ensure smooth payroll processing.
Duties & responsibilities
Ensure timely and accurate processing of regional Deckers payroll in compliance with our global standards. Perform system set ups and work closely with the payroll provider to ensure timely and accurate system set ups.
Enter data into the payroll system and timely post the following (as applicable) to payroll records in conjunctions with HR:
Employee tax information
Direct deposit information
Sick/personal and vacation time
Garnishments
Voided checks
Manual checks
Develop and recommend changes to metrics, service level agreements and vendor relationships based on analysis and objective construct and review of data.
Manage vendor relationships to ensure performance and Service Level Agreements (SLAs) are met.
Monitor results and activities to document and implement process improvements.
Train and lead staff as well as educate regional managers and supervisors as it relates to payroll.
Prepare payroll report package for manager review and approval. Provide adequate support for all payroll entries. Prepare special payrolls. Coordinate with AP and Treasury to ensure cash is available for all payroll runs.
Record changes affecting net wages such as exemptions, garnishments and addresses for each employee to update master payroll records.
Resolve questions and issues, work with ADP and IT to resolve systems issues
Assist with internal and external audit requests related to payroll
Qualifications
College or University degree preferred.
Payroll certifications preferred.
Experience managing in-house and outsourced payroll operations with a multi-national, large employer (preferably a public traded company).
Knowledge of expat and executive compensation.
Knowledge of technical aspects of payroll administration especially as it relates to compliance.
5+ years of payroll or equivalent experience
2 years of specialized payroll experience (outside of normal processing)
People management experience preferred.

Proficient in Microsoft Applications
Highly intelligent, self-directing
Large payroll software package experience (ADP strongly preferred)
Ability to learn new software systems quickly (Oracle, ADP. Etc)
Drive for excellence, motivated self-starter
Ability to use independent judgment in performing all duties of the position
Strong written and verbal communication skills.
Experience working effectively in complex global organizations, and often working under the pressure of competing and sometimes conflicting priorities
High degree of integrity with the ability to handle matters in the appropriate manner
