The Regional Financial Controller is responsible for all issues pertaining to the financial and management reporting, formulation of internal control standards and communication of regional policies and procedures, as well as tax and cash management, including:

1. Oversee the financial & management reporting of five (5) mills and a regional HQ office in China and two (2) mills in Vietnam.

2. Oversee cash management and treasury and maintain good relationship with foreign and local banks to ensure bank credit lines are sufficient to meet operational needs.

3.Ensure the cash pooling system in China is working effectively.

4. Control AR collection and ensure the budgeted days sales outstanding at mill level are achieved.

5. Monitor inventory level and avoid unnecessary over stock. Analyse reasons of stock loss at mill level and look for ways to minimize stock loss in the entire operating cycle. Ensure the budgeted inventory days at mill level is achieved.

6. Analyse and recommend ways to improve product margin at mill level.

7. Control capital expenditure and operating expenses at mill level.

8. Minimize financial interest and foreign exchange exposure at mill level.

9. Manage Mill Controllers (MCs) and ensure finance manpower is adequate at mill level. Co-ordinate all Mill Controllers' work including all requests from the HQ of Gold Coin Group.

10. Ensure closure of monthly accounts with forecasting in order to generate Hyperion ASCII file. Consolidate all mills at country level and generate a Hyperion ASCII file for submission to Regional HQ Office and Group HQ Office. Inter Company balances within Group of Companies to be reconciled before forwarding the ASCII file.

11.Responsible for monthly management accounting, cash flow, forecasting and budgeting.

12.Prepare year end standard package, financial statements & disclosure schedules and deferred tax at Company level. Consolidate yearly accounts at Group level for external auditor. Attend to queries and required schedules/ documents for completion of audited accounts.

13. Reiew and prepare Annual Budget Package, expenses and consolidate at country level budget package with Gold Coin Group of companies in China and Vietnam.

14. Liaise with external auditors and tax authorities for reporting and tax compliance, etc.

15. Ensure all mills in China and Vietnam and Regional HQ Office strictly adhere to tax regulations. Assist the MCs in case of queries from the Tax Authorities on corporate tax, individual income tax and withholding tax issues..

16.Follow up on strategies and tax issues related to transfer pricing.

17. Periodically review internal control weaknesses and risks exist at mill level in order to minimize financial losses which may have significant financial impact to the operations.

18. Provide support and leadership to the MCs on the general affairs/legal matters across the mills in China and Vietnam.

Qualifications & Experience

? Degree in Finance or Accounting with solid experience in manufacturing industry.

? Minimum 5 years experience in financial controller position with multi site responsibility. China experience is must.

? MNC working experience gained from working across multiple countries and/or at a regional level with a strong focus on China.

? Qualified Accountant (ACCA, CPA or equivalent).

? Fluency in English and Putonghua, both oral and written. Familiar with IFRS, audit and tax practices.

? Experience in SAP ERP implementation is a plus.

? Proven leadership skills in managing people in an international environment.

? Excellent communication and negotiation skills.

? Excellent conceptual and analytical skills.
