Summary of Position：

Responsible for all requirements of China’s CIQ compliance regulations, in addition to China Customs’ standards and regulations, as an importer of record. Must maintain a working knowledge of China’s Compliance Program (CIQ), including all GB18401 labeling and testing mandates for importation and sale in-country—and maintain ownership of master database for testing results and labeling elements. Other tasks include implementing new procedures resulting from changes in both China regulations and company strategy; supporting Product Operations by advising them of customs and compliance requirements which directly impact their ability to make our finished goods “sell-ready” in the marketplace. Working knowledge of Customs and CIQ regulations, documentation and procedures is required.

Job Duties: (other duties may be assigned):

- Interpret Chinese Customs Law and Regulations

- Interpret Chinese Compliance Program (CIQ)

- Assist customsbroker, 3PL and Finance Controller in documentation packet for importation

- Build andmaintain master database, including 3rd party test results, for generation of all product labeling

- Maintain beneficial relationship with designated Entry Filer at the POE (Shenzhen)

- Monitor China importation changes (i.e. new rules implementation, binding, ruling issuance,trade sanctions, etc.

- Prepare and collect all documents on the “Importation Checklist”, with assistance from broker & 3PL

- Collaborate with company’s Product Operations on all testing and labeling preparations

- Collaborate and apprise Global HQ’s Trade team on all compliance developments in China

- Participate in annual “Pre-classification” meetings with Customs so they can review classification of products and other issues, including pricing and declared value calculation(s).

- Draft petitions in response to Chinese Customs seizure and penalty actions for supervisor’s review.

- Review trade periodicals to keep current on Chinese—and global issues—impacting Burton.

- Maintain and update China Customs and CIQ SOP.

- Resolve import issues with broker and customs.

- Review classification of the product line and notify US Trade team of any changes to database.

- Notify US Trade team of changes in duty rates and tariff numbers as they come up.

- Review relevant Trade Preference programs for China.

- Responsible for auditing Burton China’s import documentation and Expeditor’s entry filings.

Requirement:

- College degree
- majored in logistics, trade or economics, with 2- 3 years’ working experience in customs clearance, and CIQ compliance
- Strong English reading and writing.

- Must be detail oriented, results driven, a strong planner and excellent communicator
- Ability to take direction, manage time effectively, prioritize, work independently, and function in an high pressure and demanding environment.
- Location: Position is based in Beijing, but must spend significant periods of time in the Burton Shenzhen office—including extended time during peak delivery season (late-August thru October).
