Job Scope

The Human Resources & Administration Manager of NOC is responsible to

  • Manage all HR & Administration activities to ensure overall Company efficiency, productivity and cost effectiveness and perform assessment for suppliers.
  • Provide HR duties to NOC including manpower planning, salary & benefits administration, performance management, people development.

Job Responsibilities & Duties


Human Resources

  • Implement and maintain Human resources policies and procedures developed.
  • Delivering effective HR support in salary and benefits administration, payroll and recruitment.
  • Standardize employment terms and conditions around NOC through policy setting.
  • Ensures newcomers are familiar with HR policies and procedures by preparing and delivering Induction programs.
  • Contributes to organizational effectiveness by proposing means of streamlining or improving various procedures and processes for supervisor to review and approve.
  • Formulate Compensation & Benefits programs with in the light of the market survey data, best practices and business strategies.
  • Participate in the design and tracking of incentive bonus programs for all applicable employee groups.
  • Determine and recommend annual salary review process and plans.
  • Facilitate and track annual merit and promotional increase.
  • Contributes to the development of local office staff by liaising with business units to identify specific training requirements and needs and providing necessary training coordination support.

General Office Administration

  • Supervise the office administration team to maintain office environment and supplies, negotiate office tenancy agreement, renew operating licenses, etc.
  • Budget control by conduction regular review and ensure office expenses are within approval budget.
  • Review operational procedures on regular basis.

Qualifications and Experience

  • Degree holder in Human Resource or related disciplines.
  • Minimum 5 years HR experience gained from sizeable and established organization.
  • Ability to define problems and offer solutions.
  • Ability to engage at all levels of staff member.
  • Excellent presentation and interpersonal skills.
  • A team player with a flexible approach.
  • Proficient in MS Office.
  • Proficiency in spoken and written English, Chinese and Mandarin.
  • Willing to travel.
