Education: bachelor degree and above, preferred majored in Electronics, Mechanicals, Purchasing or Materials

Experience:at least 8 years of sourcing or purchasing with 3 years of supervising role in a large scale manufacturer

Competency and Skills:

?Solid experience on vendor selection, price negotiation, contracting and product development process
?Good networking and knowledge on the supply base in China for lighting products or components
?Experiences of handling electronics especially in lighting industry is a plus.
?Basic electronic part, machining part knowledge is preferred.
?At least 5 years manager role experience;
?As strong power for the High Mix Low Volume SCM management skill;
?Good leadership and team working spirits
?Excellent negotiation and communication skill
?Honest and loyal
?Can work under great pressure
?Fluent English speaking and writing skill


PRINCIPAL ACCOUNTABILITIES
Market research:
?Builds and maintains up-to-date local and global knowledge of supply base, markets, industry trends and merchandise costs for the relevant commodity, in relation with our companies products, processes and strategies
?Analyze market and delivery systems to assess present and future material availability.
?Locate vendors of materials, equipment or supplies

Sourcing partner:
?Participate in the development of specifications for equipment, products or substitute materials, providing purchasing solutions for internal customer's requirements.
?Involve suppliers early in new product development stages
?Anticipate possible bottlenecks and factors them into decisions and recommendations.

Supply base management and reporting:
?Provide materials/components spending analysis;
?Deploy materials/components strategies level by establishing of supply management strategies and sourcing plans for relevant commodity
?Identifies, qualifies, ranks and selects appropriate suppliers to optimize supplying prices and services.
?Build and sustain a network with internal Philips purchasing team and external people in related industries to ensure knowledge transfer and sharing of best practices.
?Keep good relationship with suppliers and solve any problems arisen related to ensure the prompt delivery;
?Act as a first contact point if problems with the suppliers occur. Resolve vendor or contractor grievances and claims against suppliers
?Be aware of industry information/benchmark and share it with our sourcing team.

Contract Negotiation
?Establishes baseline and target prices for negotiation with suppliers to ensure deliver good quality materials/components at lowest total cost.
?Lead contract negotiations to lowest integral cost and close contracts with suppliers
?Responsible for implementation of contracts

Supplier development:
?Lead supplier evaluation and supplier performance rating
?Assesses development capability and Q-level of suppliers
?Leads initiatives to improve supplier effectiveness in the areas of cost, quality, delivery, and inventory for all new and current product initiatives.

Process improvement:
?Develop and implement purchasing and contract management instructions, policies, and procedures.

Leadership:
?Provide support and guidance to other buyers
?Responsible for managing and implementing overall sourcing strategy for PELA
?Responsible for realizing all sourcing related KPI’s in terms of delivery, quality and integral cost
