Process Plant Proposal Engineer（欧美化工行业独资公司亚太区职位，向老外汇报）


Position Title : Process Plant Proposal Engineer Cryogenic-Systems
Reports To : Director Project Development -Asia
Department : Global Engineering Organization - Asia
Location : Shanghai

Purpose
To support the growth of opportunities in large air separation plants, there is a vacancy in the Project Development Engineering within the Cryogenic Systems Product Supply Team (PST) located in Shanghai.
The Cryogenic Systems PST has to be a competitive supplier of large air separation units employing world-class products, quality and technology. The PST designs and builds oxygen plants in the 300+ MT/D range and can have a combination of any of the following products: gaseous and/or liquid oxygen, nitrogen, argon and rare gasses. The PST is a global PST with resources located in UK, USA and Shanghai. The PST provides product development, proposal development and project execution services including a full turnkey capability, to the commercial teams who manage assets and opportunities on a worldwide basis. We support both sale of gas and sale of equipment opportunities. Projects range in size from US $5 million to in excess of US $200 million.

PRINCIPAL ACCOUNTABILITIES
？ Managing the interface between the Engineering and Commercial groups for allocated opportunities, assisting with development of commercial strategies, based on technical solutions for the full range of the Cryogenic Systems ASU products. Definition of project scope, project costs, project execution strategies, bidding costs, bid duration, budget vs firm bid decisions and risk management activities.
？ Provide a leadership role in the development of proposals to meet customer requirements. Develop winning solutions with design and technology groups and with the operations group where relevant, support the sales efforts with customer and site visits, and help develop project execution strategies with the project and engineering management teams. Liaise and coordinate proposal input from other global engineering centers as necessary
？ Develop Technical Documentation to be included with the commercial proposal to promote the key technical features of the bid and also define the detailed scope of supply
？ Complete cost estimates and take proposals through the Firm bid process to obtain senior management authorization. In the event of contract award define the project requirements on an as sold basis, and establish and obtain approval of the project budget.
？ Take responsibility for interfacing with customers on technical issues as required by the commercial team. This involves actively promoting AP technical capabilities and technical solutions in meeting the customer product needs. Take responsibility for leading technical review meetings in customer offices as necessary.

JOB REQUIREMENTS
？ 5 to 7 years in Petrochemical or related industry in large project development, commercial proposal development, and project management;
？ Multinational project development experience and knowledge of petrochemical industry is highly desirable;
？ A process engineering or project management background and experience in the Petrochemical or Chemical industry either in an operating company, a process equipment supplier or an engineering contractor would provide be a suitable experience for this position
？ BS or MS in Chemical, Mechanical or Instrumentation Engineering;
？ Fluent in oral and written English;
？ Familiarity with cryogenic systems process and equipment would be an advantage but not essential.
？ Have good organization, leadership and interpersonal skills
？ Candidates will need to have a positive optimistic approach to tasks
？ Have some commercial interest as well as the ability to manage the differing interrelated technical and commercial issues of a proposal
