职位描述

POSITION SUMMARY
The Human Resources Director, China will be charged with providing strategic and operational human resource expertise for China. This post is expected to assess the organizational structure and provide strategic direction and advice on resource and succession planning, as well as human resource policies and plans, to ensure that the organization is dynamic and capable of effectively meeting with current and future business plans of the Company. Primary focus areas include recruiting,development/training and leadership of a motivated and quality team.

OTHER KEY RELATIONSHIPS:
Corporate Human Resources functional heads for Compensation and Benefits; Recruitment, and Organization Development and global Human Resources Business Partners;
Business Line Directors and line management in China;
Regional office peers and colleagues, including Finance Director and Industry Operation Director for China;
Outside professional agencies including compensation specialists, recruitment agencies, and training and development consultants;
Relevant government agencies;


MAJOR RESPONSIBILITIES:
Quickly become acquainted with the products, policies, operations, and business strategies of the Company;
Work closely with GM China and VP Human Resources on resource and succession planning including expatriate management;
Work closely with China management to ensure the human resource strategy and plans are aligned and support strategic and operational business plans;
Provide functional direction to China HR business partners, in the development and deployment of strategic HR plans and systems;
Direct all recruitment, learning and development, compensation, and employee relations programs, and ensure their successful implementation through clear direction and close alignment with China HR business partners ;
Maintain sound compensation practices within the China and liaise with outside agencies as necessary.
Proactively participate in the budgeting and strategic planning process and the creation of the annual business plans from a human resource perspective, monitoring the performance against this plan throughout the year.
Maintain personal and professional contacts with industry counterparts and government authorities, and keep abreast of social, economic, regulatory, and political trends, which could influence the company’s corporate human resources practices.
Build excellent working relationships with all senior level management and influence their decision-making. Balance the Corporate and local company interest when making policy and procedure decisions.
Provide leadership in the design and implementation of employee relations and communications programs.
Develop effective communication channels with employees in order to assess morale and understand the needs of employees. Play the role of employee counselor.
Provide counseling/advice on cultural and ethnic practices where necessary.
Maintain up-to-date information on statutory requirements, employment legislation, as well as corporate policies and business conduct.

CANDIDATE SPECIFICATIONS
10 plus years of experience in human resources,
Previous Western/European multinational working experience with matrix reporting.
Experience in providing balanced corporate and local perspectives, with the ultimate objective of providing effective human resources initiatives most suitable for the China organization.
A self-driven, strong, yet flexible personality who can drive initiatives.
Persevering, with a collaborative approach, capable of developing and implementing programs in a dynamic, evolving environment.
Proactive, results-oriented manager with a positive attitude. Strong organization skills and ability to coordinate and leverage all resources to make things happen, within a lean organization.
Hands-on manager with a broad business approach to the human resources function, with China experience.
Mature and sensitive individual with good interpersonal skills, capable of dealing effectively with all levels, including corporate, management, peers, subordinates, etc.
Articulate and diplomatic communicator, fluency in both English and Chinese.
Experience with manufacturing environment is required.
