SUMMARY OVERVIEW
*Position could be based in Penang, Shanghai, Huangpu or Wuxi*.
The Global Mobility Tax Manager will be responsible for working with Jabil stakeholders and external tax vendors leading end to end tax services for our assignment population, local plus and business travelers world-wide. Position will be responsible for tax planning, providing cost effective solutions, and compliance throughout Jaibl's core mobility processes on a global scale. Additionally, the position will be responsible for interfacing with Jabil stakeholders, external vendors, assignees, local plus and business travelers as required to resolve complex tax related questions/issues, and ensure compliance.
Jabil Stakeholders: Management, Human Resources, Finance, Payroll (not an exhaustive list).
External Vendors: Primary: Tax Firms. May interface with immigration and relocation firms as required.
Assignee: Term for employee who is on an Assignment.
Local Plus: Employee who may hold additional allowances/benefits including tax support above the local standard employment package.
Business Traveler: Employee who travels significantly whereas he/she may trigger tax liabilities in countries other than their primary location.
Core Mobility Processes: Relocation, Immigration, Tax, Assignment Policy Management/Application
ESSENTIAL DUTIES AND RESPONSIBILITIES
Provides guidance and is a subject matter expert for Jabil stakeholders and assignees regarding tax policy, practice and compliance on a global scale.
Establish and implement tax planning opportunities that align with our policies while offering cost savings opportunities.
Conduct/review research on various topics such as tax treaty interpretation/application, regulatory issues, and payroll matters; prepare/review appropriate documentation and follow up to provide optimum solutions for Jabil.
Oversees cross charging activities coordinating with finance/payroll for assignment, local plus and business traveler tax and assignment costs.
Responsible for day to day assignee tax processes utilizing Equus Assignment Pro – Jabil's assignment management system and coordinating with Jabil stakeholders, tax vendors, assignees, local plus and business travelers as required.
Oversees master tax authorization lists for Jabil assignees, local plus and business travelers.
Leads tax coordination engaging internal Jabil stakeholders and vendors ensuring appropriate support for the assignee, local plus hire and/or business traveler.
Knows tax compliance requirements and/or seeks support to understand compliance requirements raising any issues to the Director of Global Mobility for timely resolution.
Oversees tax equalization process including hypo tax calculation including maintaining appropriate documentation to support calculations and collection of funds from employees as required. Involves external vendors for collection upon request of the Director of Global Mobility.
Facilitates tax processes assisting the tax firm with related questions and internal finance/payroll professionals relative to assignee tax equalization and settlement.
Provides guidance to Mobility Team, Finance, Payroll regarding assignment payment solutions (home /host / split-payroll options) optimizing assignment value while keeping lowest cost.
Reviews Equus and Tax Vendor calculations such as tax cost projections, tax equalization calculations, hypothetical tax calculations, etc., to ensure accuracy.
Consultant on equity taxation for cross border relocations/transfers and assignments.
Manages all Jabil totalization agreements and secondment agreements required for assignments (ensure no PE)
Manage the hypo tax calculation process for assignment initiation, annual merit increases, tax updates and for bonus payments.
Primary contact for all cross border tax related questions/issues including social tax for Jabil stakeholders, tax vendors, assignees, local plus, and business travelers.
Interfaces directly with the assignee and Jabil stakeholders, and tax vendors to resolve complex assignment tax related issues.
Leads compensation/allowance/benefit collection and reporting required for tax related processes.
Educates Jabil stakeholders on advantages and disadvantages of assignment types from a tax and costing standpoint.
Maintains assignment and tax related records, documentation within Equus and the Mobility Teams Shared Folder for assignment activities.
Provides monthly, quarterly, annual and ad-hoc reporting and/or presentations regarding tax and assignment costs, policy and practice.
Ensures all exceptions to tax and /or assignment policy and practice is adequately documented, approved and stored in Equus.
Co-develop with the Director of Global Mobility Jabil's assignee/employee tax policies and practices.
Possess and continually increase understanding of complex expatriate tax issues.
Assist in managing the external tax vendor.
Stays abreast of general mobility practice (immigration, relocation and assignment policy and practice) within the countries in which Jabil operates.
Position will be responsible for supporting and following up on general mobility initiatives in such areas as relocation, immigration, policy management, practice, and interpretation as asked and as time permits. An estimate of time of work spent on non-tax related items would be 25% to 30%.
May perform other duties and responsibilities as assigned.
JOB REQUIREMENTS
KNOWLEDGE REQUIREMENTS
Proficient computer skills, including MS Office, HRIS systems, and email software programs. Prior experience with Google Mail, Google Documents and us of Assignment Software Systems a plus.
Exceptional written and verbal communication skills, combined with excellent interpersonal skills
Required to read, write and speak English with average proficiency along with at least one other language.
Ability to prioritize and work within stringent deadlines
Must be a subject matter expert in tax involving cross boarder hires including assignments, local plus and business travelers.
A strong understanding of global tax and risk management considerations; understanding of income tax rules and general tax treaties.
Excellent organizational skills, attention to detail, and an ability to communicate complicated subject matter to a wide audience.
Strong knowledge of Asia tax laws required with additional knowledge of Americas, Asia a plus.
Detail oriented and able to multi-task
Personable with a strong bias towards action, and ability to provide calm, even approach solutions under pressure.
EDUCATION & EXPERIENCE REQUIREMENTS
Bachelor's Degree required in human resources, accounting, business or related field required. Masters degree preferred.
Minimum of five (5) years of experience in mobility management required with at least 3+ years managing directly international assignment tax. CPA, EA, or JD or other related experience or certification a plus.
