Human Resources – APAC Talent Management & Learning Specialist
The Dow Chemical Company has an exciting opportunity for a Talent Management & Learning Specialist, within Human Resources (HR). Our HR organization is in the process of transforming to a leading-edge operating model. This role would be located within the Asia Pacific (APAC) HR Solutions arm of this operating model. The HR Solutions organization at Dow is responsible for the design and delivery of innovative solutions to all employees and leaders. HR Solutions roles contain deep subject-matter expertise to consult on programs, processes and people. The top priority of HR Solutions is to deliver the best Employee Experience through exceptional delivery of a portfolio of solutions.

APAC Talent Management & Learning Specialist works collaboratively across the business, functions, and HR in the region to develop and implement programs and contribute to continuous improvement of organizational and talent growth.
Talent Management & Learning Specialist Is Accountable For
Contribute to APAC Talent Management & Learning (TM&L) team to design, develop and deliver initiatives such as Employee Development & Learning, Linked-In Learning, Training Courses, shared the support of talent development programs etc. to achieve better DOW employee experience.
Willingness to design and develop TM&L product by user-centric, communicate and promote TM&L products by product management approach.
Lead administrative and technical expects of the Diamond Learning System, including uploading content, creating courses & curricula, testing, assigning, maintaining, and reporting on learning content.
Play the master data expert role to maintain Talent Management & Learning programs records and measurements. Explore the analytic technology (e.g., Power BI etc.) to analyze deeply and generate insights.
Pull and interpret quarterly metrics to understand what is occurring, leverage data to better understand learner needs, drive system utilization, and constantly improve user experience.
Support ED&L operational maintenance, troubleshoot issues, and complete issue tickets within required service level agreements (SLAs). Drive to solution, take actions, whether technical, training or communication to prevent these issues from occurring again.
Create, deliver, and maintain all system training and training documentation including SOP, Knowledge Base, Job Aids.
Make recommendations for future improvements to content management, workflow processes, and user experience.
Share the helps to Talent Management programs and Employee Branding initiatives based on requests.
Qualification:
Has expertise and work experience (5 years+) in Human Resources areas. Learning & Development area is a plus.
Bachelor's degree in Education, Human Resource, Communication, or a related field.
Detailed oriented with analytical thinking ability.
Ability to work independently in APAC team setting.
Demonstrates people skills for working with different culture/background people.
Experience with Excel, Word, PowerPoint, Webex, and Teams is required.
Knowledge of design software and editing tools (e.g., Power Bi, Articulate, SharePoint) is preferred.
Willingness to self-learn new things and adaptive for different way of working.
Self-reflection and deal with ambiguity.
English fluent.
