Position Description Salary Negotiable Job Title: Payroll / HR Administrator Business Unit: Finance & Accounting Location: China Reports To: Primary: Divisional Controller, Asia w/ dotted line to US HR Date: 1.2021 GENERAL PURPOSE
The Payroll / HR Administrator provides support on all HR related matters, with a primary function of administering payroll and managing all its associated components.
DUTIES AND RESPONSIBILITIES
- Prepare and administer payroll and social benefits for all permanent employees.
- Maintain payroll information by collecting, calculating, and entering data.
- Prepare reports by compiling summaries of earnings, taxes, deductions, leave, etc.
- Improve payroll and timekeeping processes and tools as required
- Ensure system integrity and compliance with internal and external controls, guidelines, and regulatory requirements.
- Handle documentation for personnel changes.
- Execute changes of employee’s payroll in terms of merit increase or other type of incentive plans.
- Maintain confidentiality and follow proper procedures for handling sensitive information.
- Handle accounting for operating expenses and corporate income tax of China representative office
- Manage the talent acquisition /recruitment process. Including working with our managers to ensure we have full and accurate job descriptions, managing job boards, participating in candidate selection for pre-screenings, follow-up, sending correspondence, generating offer letters/contracts etc.
- Manage new hire/termination process, including updating all relevant systems and corresponding notifications.
- Conducting orientation.
- Working with managers to ensure all is set prior to an employee starting as it relates to onboarding process.
- Working with HR Director to further develop onboarding process specific to location.
- Payroll setup
- Manage benefits administration where applicable, including educating employees on available plans and timely enrollment (medical, pension), managing open enrollment process with HR Director, auditing the billing, processing separated employees.
- Manage compliance training process. Including:
- Setting up new hires with their required compliance training and ensuring timely completion.
- Coordinating annual compliance training with corporate US office.
· Manage annual performance review process with corporate US office.
· Conduct exit interviews and manage new hire surveys.
· Assist with the generation of HR metrics as requested (recruiting, turnover, exit interview data, etc.).
· Serve as a contact for employees on more complex HR-related matters regarding policies and advise upper management of all employee relation issues.
· Provide support with employee related activities.
· Participant in the investigation of employee complaints as needed, working with managers on employee matters and how to resolve (with Director/VP), ensuring effective documentation for performance improvement/disciplinary matters.
· Manage leave administration, including annual leave, sick leave, maternity leave, etc.
· Assist HR Director on roll out of training and development initiatives.
· Other duties/projects as assigned.
QUALIFICATIONS
- Bachelor’s degree and 5+ years of payroll processing /HR experience.
- Knowledge of China local labor law, employment practices and business environment. Knowledge of HK a PLUS.
- Able to speak, read, and comprehend English and Mandarin.
- Strong verbal and written communication skills.
- Be able to self-manage and establish work procedures and standards to achieve a high level of productivity.
- Be able to identify issues, problems, and opportunities.
- Demonstrate ability to work well under pressure with a flexible approach.
- Must be detail oriented.

- 部门编入及职位定位。
- 与上级合作,确保员工入职前所有相关的入职程序及流程都已设置好。
- 与人力资源总监合作,进一步开发针对性的入职流程。
- 薪资设定。
- 在适用的情况下进行福利管理,包括指导员工及时注册(医疗,养老金),与HR总监管理公开注册流程,审核账单,员工离职的流程。
- 管理合规培训流程,如下:
- 为新员工提供合规培训,确保及时完成工作。
- 与美国公司协调年度合规培训。
· 与公司美国办公室管理年度绩效评估流程。
· 进行离职面谈和新员工入职调查
· 根据要求协助管理人力资源指标(招聘、离职、离职面谈等信息记录等)。
· 根据更复杂的人力资源相关政策事宜与员工保持联系,并就所有员工关系问题向高层提供建议。
· 为员工相关活动提供支持。
· 根据需要参与员工投诉的调查,与经理一起处理员工问题并解决(与总监/副总裁),确保绩效改进/纪律问题的有效文件记录和更新。
· 休假管理,包括年假、病假、产假等。
· 协助人力资源总监开展培训和发展计划。
· 其他指派的工作/项目。
职位要求
- 本科学历,5年以上工资处理/人力资源工作经验。
- 了解中国劳动法、雇佣条例和商业环境。对香港有一定了解者优先。
- 熟练的英语和普通话的听、说、读、写以及阅读理解能力。
- 较强的口头和书面沟通能力。
- 能够自我管理并建立工作程序和标准,以达到高水平的工作力。
- 能够精准的鉴别事情的问题和机会。
- 具备在压力下灵活工作的能力。
- 必须注重细节。
