  职责Roles and Responsibilities:  

1. 确保遵守公司的行为准则，确保安全、准确、高效地完成任务;必要时采取纠正措施，确保符合质量标准、公司政策和客户交货计划。 

2. 指导支持、参与和/或推动供应链操作系统(SCOS)计划和活动，具体包括供应链卓越性(SCE)审计、跟踪文档、培训和其他要求。 

3. 管理和指导采购部门的日常活动。  

4. 必要时与供应商、运营部门、客户、销售部门和其他相关方进行协调。这包括监视、识别潜在的问题，并为可能妨碍按时交付给客户的问题推荐解决方案。协调我们的采购实践和供应链，以支持业务战略。  

5. 确保及时审查MRP要求，确保货物按时交付，并确保与采购功能相关的各种ERP参数的准确性。  

6. 跟踪工厂主生产计划和日/周生产计划确保健康的物料供应，了解工厂日常排产工作和MRP运行逻辑，风险物料的辨别与及时向上申报。

7. 物料来料的管控和快速反应，DOS, QUALITY等。

8. 呆滞/缺料物料的跟进处理，责任库存的归属分析。

9. 建立采购部门的程序文件和流程执行，优化工作流程、操作指引和工作安排

10. 监督、准备和发布采购订单和更改通知，确保包含所需规格、价格、条款和条件，以及其他相关采购信息

11. 支持主生产计划员执行缓慢的和过期材料定期评审流程，确保业务的高质量库存  

12. 负责本部门员工的招聘和培训，并对员工进行升职、调职、绩效提升和纪律处分方面的评估 

13. 审核VMI、MOU和寄存项目的准确性/符合性报告。管理程序，以尽量减少超龄(程序结束库存)和不利的库存影响

14. 确保与所有采购部门职能相关的公司标准做法和程序得到遵守

 （有采购及PMC经验优先）            

 

经验及学历要求Experience/Education Required:

• Bachelor’s degree from four-year college or university (Business, Supply Chain, or Technical preferred).  APICS/ISM/Supply Chain certification or willingness to complete first 3 modules of APICS certification program (or equivalent) within two years of employment is preferred.

• Five years of progressive experience in professional Materials position(s) is desired.  Cable and electronic component purchasing experience desired or equivalent combination of education and experience.

• Strong Management and Team Building Skills; two years supervisory experience is required.

• Advanced materials management skills including Sourcing, Supplier Quality, Contract Administration, Inventory Control, Supplier Selection and Technical Development, Transactional Management, and Critical thinking and problem solve capability.

• Experience in Lean, Six Sigma, or other continuous improvement.

• Strong project management skills.

• Exceptional negotiation skills.

• Advanced customer interface skills.

• A team player that can relate to people at all levels of the organization and possesses excellent communication skills.

• An energetic, forward-thinking and creative individual with high ethical standards and a positive professional image.

• Ability to be flexible and able to function comfortably in a fast paced, constantly changing and ambiguous environment. 

• Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.

• Ability to write reports, business correspondence, and procedure manuals.

• Ability to effectively present information and respond to questions from managers, customers, suppliers, and employees.  Portrays a positive and professional image.  Ability to establish relations with a wide range of personalities, cultural backgrounds and educational levels.

• Ability to work with mathematical concepts such as probability and statistical inference.  Ability to apply concepts such as percentages, ratios, and proportions to job-related situations.

• Ability to define problems, collect data, establishes facts, and draw valid conclusions. 

• Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

• Advanced knowledge of SAP (preferred) or other ERP systems, as well as manufacturing process and procedures, and the ability to share this knowledge with others.

• Computer skills – General MS-Excel, Word and PowerPoint skills are mandatory; advanced skills in MS Office
