Report to Direct report to Greater China Senior HR Director and dotted to plant head

Regional Office, VP of APS Operations, Department Managers and all other level of staff.

All Contractors and Suppliers providing related services to HR functions.

PURPOSE OF JOB (Please state briefly and concisely -usually in one sentence-the main purpose of the job. This will give a clear indication of the reasons as to why the job exists)

To lead the HR teams in Dongguan to develop and effectively execute strategic human resources functions to support the company to achieve business goals


SPECIFIC RESPONSIBILITIES (Please state the most areas of accountability in your job, in rough order of importance. Please focus on the results that are expected from your job. In each statement ( probably six to eight in total), please indicate what has to be done, within which area or framework, and with what end result(e.g." Prepare, gain agreement for, and implement, capital expenditure plans which ensure that future manufacturing needs are met within acceptable cost limits"). Reference should be made to: contribution to business strategy; planning; budgeting; operations; team leadership; team contribution; specialists could focus on their latest assignments).


1. To coordinate/ implement HR Planning and Organization Development Program to support organization needs.
1.1 To work with immediate superior, business unit and functional managers to identify manpower & skills needed to support business plan on an ongoing basis.
1.2 To work with immediate superior, business unit and functional managers to identify, retain KE/HPE, and to carry out development that aligned with succession planning process.
1.3 To develop and implement strategic recruitment processed to ensure timely fulfilment of manpower requests and quality of candidate(BEST FIT)
1.4 To carry out HR programs to ensure a stable/nimble workforce
2. To plan and coordinate training program to develop employee skills and knowledge to meet business goals and career development.
3. To monitor and implement a fair and competitive salary and benefits program.
4. To lead and conduct EOS along with corrective action plans to achieve employee
satisfaction.
5. To champion open communication between management and employees to foster team work at all levels.
6. To maintain close relationship with local government bodies and local HR community to ensure our policy and procedures are up to date and in line with market.
7. To implement the performance appraisal system.
8. To run HR dept. in the context of TQM
9. To drive for CSR (Corporate Social Responsibility) and EICC compliance.


JOB SPECIFICATION
Education Qualification University graduate/ professional qualification
Competences A thorough understanding of the local HR practice. High standard of written and spoken English, Mandarin and Cantonese and able to communicate with employees at all levels. And good understanding of HR practice and rule in PRC is required.
Other Qualification Mature; Proactive; Sound judgement; confident under pressure
Years of Experience 10 years of experience in a HR managerial position with multinational manufacturing sector.
