Job title: Finance & Administration Manager, China Operation

Job summary:
F&A Manager is leading a team and mainly in charge of the Financial Control and Analyst role. The team will also cover function of IT and office administration.
The Financial Control role includes: internal controls; financial accounting; statutory reporting including taxes; financial system management; debtor and creditor financial services; and relationships with external legal and audit advisors plus the internal Company counter-part.
The Financial Analyst role includes: forecast/budget preparation; business decision support analysis; business review update and liaison with LOB/APO/Corporate counter-part to ensure transparency on business performance and drivers for clauses of change for each LOB and overall region.
Primary duties and responsibilities:
1.Ethical Business Practices and Financial Control
a. Business ethics and conflict of interest Partner with the General Manager to maintain a climate that is committed to conducting its business affairs ethically and in full compliance with laws and regulations. Report any detected, potential or perceived conflict of interest or violation of company's Business Ethics to Asia Finance or General Manager.
b. Internal Control, including integrity of accounting system and financial reporting, Ensure proper internal controls are in place to provide reasonable assurance regarding the achievement of objectives in the following categories: (a) reliability of financial reporting, (b) effectiveness and efficiency of operations and (c) compliance with applicable laws and regulations. Develop local audit procedures to ensure enforcement and proper documentation of physical assets (e.g., inventory, free goods, cash) and financial transactions(e.g.expense reporting, reconciliation, receivables).Ensure timely and thorough action on all matters related to controls and reporting, which are identified by the auditors or corporate finance.
2. Accounting and Reporting
a. Develop and maintain a financial management system that effectively monitors performance targets and ensures that information is relevant, reliable, timely and efficiently supports decisions making at all levels.
b. Ensure accuracy and optimize alignment between local and corporate financial systems (e.g. SAP, TM or BPC from Y2013) in Westbrook. Ensure local policies are consistent with company standards for all major transactions cycles (e.g. revenue recognition, purchasing, payroll) and financial reporting. Maintain proper documentation to support US-GAAP (SEC) reporting.
c. Prepare and complete Account Reconciliation analysis on a monthly basis for corporate review.
d. Ensure timely, accurate, and properly documented reporting of all local statutory requirements (e.g., tax, commerce/trade ministry, customs).
e. Assist our internal resources and outside advisors in complying with all relevant tax issues, which could include income, V.A.T., consumption and payroll taxes.
3.Financial Analyst
a. Support LOB/Asia/Corporate on budget/forecast process
b. Take leading role to ensure timely feedback on information and clause of change to LOB/APO/Corporate on latest business performance
c. Partner with all LoB and Department Managers to review and understand performance objectives and recommend to General Manager corrective actions
needed to bridge any performance gaps.
d. Assist in developing strategic plans, line of business plans, and program plans and review that support the achievements of the Company's goals.
e. Provide additional relevant information / analysis periodically on balance sheet and profit/loss issues sufficiently detailed to determine appropriate actions.
f. Support local/LOB on business decision analysis including marketing program, new product launch (e.g. FMD kit launch) , new business model.
4. Information Technology
a. Follow IDEXX global IT standard and work closely with APO IT Manager to ensure effective and efficient IT strategy in place to support business growth
b. Work closely with local 3rd party service provider to support PC users in each location within China Operation.
c. Provide adequate hardware and software for users to perform day to day activities per company standard
5.People Management & Leadership
a. Recruit and build a finance team with strong service-mindset to support business growth strategy
b. Coach and provide direction for the team members on the performance objectives and proactively address the gap to support their individual career development
c. Represent China region under IDEXX Asia to worldwide financial organization.
6.Office Administration
a. Ensure proper repair, maintenance and service for the existing equipments and furniture in the office premise
b. Co-ordinate with landlord and building management office to ensure a clean, safe and up-to-standard working environment for all employees
c. Provide adequate cost-efficiency service support on postage, telecommunication and business related activities.
7. Other duties and responsibilities as assigned
Requirements:
At least Bachelor's degree or above in Accounting
8+ years experience in financial accounting including at least 3 years of experience in a US- listed corporation at a management position.
Experience in implementing SOA404 and ERP.
SAP experience (Strongly preferred)
Big-4 experience (preferred)
Professional certification (preferred)

Business Acumen (highly developed judgment, problem solving, and maturity)
