OBJECTIVES:
The Human Resources Manager manages the day-to-day operations of the Human Resource office. Provides general HR support on: payroll, Labour Law, employee relations, recruiting, compensation, budget, training & development.
MAIN ACTIVITIES
? Interprets and implements provisions of Chinese Labour agreements to resolve problems and assure compliance by both parties. Administers contract provisions within the unit. Maintains compliance with federal and state regulations concerning employment.
? Keeps abreast and provide advice to Group HR and to local Management about employment law/employee relations.
? Within the company's Human Resources policy framework, oversees the payroll process along with related accounting and administrative operations, in order to guarantee proper application of the Board's decisions in the field of retribution, sticking to the social legislation.
? Maintains Human Resource Information System records and is responsible for Monthly reporting to the HQ.
? Elaborates the yearly Budget and forecast of Labour cost according to Group policies.
? Manages the recruitment and selection process at all levels and establishes effective recruitment and retention strategies. Works with managers to identify and define specific new hire requirements. Recommends candidates for further consideration. Maintains external contacts with recruiting Companies. Advises and consults with the hiring decision, offer negotiations, and staffing strategies.
? Represents management in investigating, answering, and settling grievances. Advises managers and supervisors about the steps in the progressive discipline system of the company and legal actions. Counsels managers on employment issues.
? Oversees the maintenance of all compensation and benefits policies and procedures within the unit according to the Group HR guidelines.
? Maintains an in-depth understanding of external pay markets and interprets trends in order that the compensation and benefits package remains competitive.


EDUCATION:
? Minimum of a Bachelor's degree or equivalent in Human Resources, Business, or Organization Development or equivalent. Masters degree preferred.


PROFESSIONAL SKILLS:
? Five to ten years of progressive leadership experience in Human Resources positions.
? Deep knowledge of payroll, employment laws and practices, compensation, employee relations
? Experience in recruiting processes at all levels and other Human Resources programs.


WORK EXPERIENCE:
Previous experience in the same role in an international environment


PERSONAL SKILLS:
? Excellent computer skills in a Microsoft Windows environment. Must include Excel and demonstrated skills in database management and record keeping.
? Effective oral and written communication.
? Excellent interpersonal and coaching skills.
? Evidence of the practice of a high level of confidentiality.
? Excellent organizational skills
