职位描述
SHORT DESCRIPTION
Be the Primary “site contact” for all routine customs and trade compliance questions at the respective site (the plant or major distribution centre). Serve as the local interface for the business units and the Regional/Country Trade Compliance team.
SCOPE
Coordinate routine trade compliance activities and bonded operation with handbook management for ECP business processes: Bonded Manufacturing, Bonded Warehousing, Import/Export Shipping, and Documentation.
ACTIVITIES:
Help to implement practical and compliant work processes in affected areas.
Raise awareness for Trade Compliance requirements (including local, national and International regulations).
Help in maintaining an updated list of applicable local/national rules and regulations.
Identify potential Trade Compliance issues within daily operations.
Ensure that local customs and other authorisations are in place and valid.
Liaise with local customs and other government official on routine trade enquires.
Ensure all non-routine enquires are escalated up to the Regional/Country Trade Compliance Team and Regional Trade Compliance Leader.
Answer Trade Compliance questions or escalate them to the Trade Compliance Leaders for resolution.
Facilitate and ensure that site creates accurate paperwork from a Trade Compliance perspective.
Understand local regulations and keep track of changes in rules and regulations.
Inform the impacted parties and Trade Compliance team of any upcoming changes.
New material/ FG registration to customs and record in handbook
Ensure all transactions being recorded / offset in the handbook
Conduct handbook reconciliation, using physical inventory and theoretical customs inventory
Ensure handbook data record are accurate and consistent.
Conduct regular inventory adjustment to close the gap between handbook theoretical inventory & physical inventory
Manage Customs audits, enquires and investigations directly with Customs and other government authorities
Work with Country/Regional Trade Compliance team to leverage best practice and compliance control measures
Conduct internal audit to ensure on-site bonded operation are in full compliance of customs regulatory requirement
Knowledge, Education and Experience Requirements
University degree in chemistry, International trade, or Business studies
Minimum of 5 years working experience of processing trade and customs handbook operation, preferably in related positions in Chemical industry or in leading multinational companies
Good knowledge of the following regulations:
Harmonized Tariff System
Free Trade Agreements
Dual Use and Military Control regulations
Other Import or Export Control regulations applicable in the region like Controls of Hazardous Chemicals, etc.
Knowledge of ability to learn SAP & GTS system
Experience in risk control assessment and process optimization
Thorough knowledge of logistics, shipping and customs procedures
Experienced in Customs handbook and eBook reconciliation and compliance
Good communication and language skills. Capable of effectively communicating and presenting scenarios to regional compliance team and government officials.
