Sr. Supply Chain Manager

a. Job Task: Drive S&OP/IBP supply review process to meet OTIF target for AUTO, WOOD, COIL, GI and P&M BU. Analyze capacity and address capacity constraints with implementation of RCCP.
b. Job Task:Manage finished goods and raw material inventory level to achieve company working capital target. Drive SLOB inventory clearance with BU to achieve less than 5% SLOB target.
c. Job Task:Drive NFI from supply chain perspective to make sure new product on-time delivery for business.
d. Job Task:Monitor daily operations and track all unplanned issues timely, report to high management for solutions.
e. Job Task:Management of key Tolling projects to fulfil business requirement
f. Job Task:Lead, manage, coach & develop supply Chain team members for career succession planning

Requirements:
1. EDUCATION BACKGROUND REQUIREMENTS:
a. Required:Bachelor degree or above major in Supply chain management, Science , Engineering. Master degree is a plus. English CET 6 or above.
b. Preferred:Major in supply chain management is a plus.
2. KNOWLEDGE & EXPERIENCE:
a. Required:+12 years supply chain experience focusing on demand and supply planning including finished goods and raw material. +5 years people manager experience.
b. Preferred:Multiple BUs supply chain experience is preferred. Chemical, Auto and FMCG background is an advantage.

GENERAL ACCOUNTABILITY
The Supply Chain Manager is responsible for managing all aspects of sourcing, purchasing, Inventory management, shipping and receiving for all products of Company Shanghai, China. Is responsible for the design and execution of strategies and plans to meet COMPANY Shanghai’s short-term and long-term supply chain management requirements.
MAJOR RESPONSIBILITIES
1. SUPERVISION
? Maintains staff by recruiting, selecting, orienting, and training employees; maintaining a safe, secure, and legal work environment; developing personal growth opportunities
? Accomplishes staff results by communicating job expectations; directing, planning, monitoring, and appraising job results; coaching, counseling, and disciplining employees; developing; coordinating, and enforcing systems; policies, procedures, and productivity standards
? Administers bonus structure for appropriate personnel as approved according to COMPANY’s approved procedures.
? Ensures direct reports understand the bonus structure and know how to align personal performance with Departmental, China Shanghai, and Corporate goals in order to earn the bonus.
2. BUDGET PROCESS
? Directs the preparation of short and long-range plans and budgets based on goals and growth objectives.
? Is accountable to run the Supply Chain Department within the approved budget.
? Monitors and acts upon incorrect information found in the actual performance by comparing actual costs to the established budget or to historical data.
3. LOGISTICS
? Develop logistics strategies and departmental goals, in compliance with corporate and regional development and growth strategies.
? Develop and maintain highly efficient warehouse layout to maximize the storage capacity and productive material flow and handling.
? Establish inventory plan in terms of shelf life, safety stock, inventory values, inventory turns, inventory accuracy, etc. and implement effectively.
? Perform material receiving, warehousing, distribution and dispatching in all manufacture facilities in China.
? Identify and effectively work with brokers to process Customs clearance on importing and exporting documentation and government approval.
? Ensure goods are delivered on time and in good condition and meets COMPANY & customer requirements.
? Establish delivery reliability through a logistics plan in order to provide continuity, timeliness, and cost efficiency in the movement of raw materials and finished product to all destinations.
? Logistics practices comply with local trade regulations, laws, and codes, and are also in compliance with COMPANY Corporate logistics policies.
? Establishes freight forwarder criteria in order to procure the best price and service delivery for all internal and external customers.
? Is responsible for the final approval for negotiating rates and comparisons to obtain the best rates for the COMPANY entities in China.
? Together with Finance department, conducts an annual year end audit to ensure high inventory accuracy.
? Responsible for design and management of cycle counting process to ensure inventory accuracy that meets corporate goals for all inventory items.
? Works closely with Purchasing Department to ensure purchased material being delivered on time.
? On a quarterly basis, conducts trends analyses on deliveries by assessing the number of shipments made on time and to the correct destinations. Recommends corrective actions and is responsible to ensure positive trends are maintained, or exceeded.
4. Purchasing
? Develops materials and purchasing strategies for efficiency and cost effectiveness by complying with corporate supply chain strategies. Communicates and monitors processes for attaining goods to ensure that they are aligned with operating quality, cost and delivery goals.
? To consolidate the purchasing of indirect materials and consumables to improve cost effectiveness and supplier management productivity.
? Cooperate with Logistics Department in improving customs clearance and shipping processes to assure on-time delivery of materials. Also support Logistics department in inventory plan and control in terms of shelf life, safety stock, and inventory turns.
? Ensures that the policies and procedures are in compliance with all local legislation.
? Establishes freight forwarder criteria in order to procure the best price and service delivery for all internal and external customers.
? Is responsible for the final approval for negotiating rates and comparisons to obtain the best rates for the company.
? Participates in contract review process to assure the availability of materials before a commitment is made to customers by COMPANY’s Sales Department and Production Scheduler for both external and internal sales.
5. REPORTS
? Responsible for developing and maintaining an annual ST chart for the department.
? Prepares and submits reports by collecting, analyzing, and summarizing month-end data and providing recommendations to management for improvements
6. QUALITY, HEALTH, SAFETY AND ENVIRONMENT
? Maintains a safe and healthy environment by following COMPANY Health & Safety policies and procedures and complying with current Health & Safety legislation.
? Follows COMPANY’s environmental policies and procedures to reduce impacts to the environment.
? Maintains quality service by following COMPANY standards and ISO procedures
7. TECHNICAL KNOWLEDGE
Maintains professional and technical knowledge by attending educational workshops/seminars; benchmarking state-of-the-art practices; participating in professional societies
8. TEAM EFFORT
Contributes to team effort by accomplishing related results as needed
KEY ATTRIBUTES
- College education diploma or higher and has majored in Logistics Management, Operations Management or program equivalent.
- Successful completion or in the process of obtaining CIRM (Certified in Integrated Resource Management) and/or CPIM (Certified in Production and Inventory Management) is preferred.
- Five years’ experience in the management of any or all of the following functions: Material and Capacity Requirements Planning, Inventory Management, and Logistics.
- Has worked in a Purchasing environment. Has experience in RFQ, supplier survey and assessment, supplier selection and qualification, price negotiation, supplier development, supplier performance appraisal and supplier relationship.
- Has in depth knowledge of standard business practices, operations, and APICS principles.
- Ability to work effectively in fast paced environment where multiple conflicting demands arises. Ability to set priorities and manage change.
- Produces written reports using tables and statistics that reflect a high level of analysis with recommendations and conclusions.
- Comprehends and analyzes complex and varied information having the ability to identify irregularities and issues.
- Uses a logical process for determining alternatives and decision-making.
- Is familiar with materials handling function of a medium-sized global manufacturing company.
- Has experience in computerized inventory control tracking systems in a manufacturing environment.
- Has in-depth working knowledge of Microsoft Office,
- Has a good command of English in both written and verbally.
