JOB SUMMARY

1. Reporting to the Managing Director - China, the prime role of the incumbent is the overall responsibility for all activities related to the financial aspect of the China operation in an expanding business environment and in connection with the complexities associated with the co-location and service agreements with our Provincial Partners management and support teams employed through the CTC.

2. This role assumes responsibility for all administrative aspects of the CTC’s China operation including the incorporation of Provincial Partners management and their support teams.

3. Another aspect of this position consists of providing administrative and at times confidential support to the Managing Director on an ongoing basis and to participate and support a number of CTC promotional events across China.

CORE RESPONSIBILITIES

Financial Duties: 50%

1. Assist Managing Director – China to complete Annual Budget allocation, including Program budget and Operation budget. Work closely with Corporate Finance team to ensure budget is processed fully in line with financial policies.

2. Complete quarterly variance analysis and assist and advise Managing Director – China to complete quarterly forecast in China.

3. Keep close track on actual spending and revenue, frequently provide Managing Director – China of actual spending vs budget analysis. Actively work with Managing Director – China, Marketing Manager – China and Trade Manager – China on action plans if any variance identified. (Reporting, tracking and consolidation of all partner revenue associated with promotional activities, trade and consumer shows, co-op advertising with the key account agencies, mainstream advertising core campaigns and brochures. Liaison with Accounts Receivable in Vancouver and tracking partner revenues to ensure in line with budget forecasts)

4. Preview and submission of all China partnership agreements, contracts, invoices, staff claims and supporting documents, actively coordinate both internally and externally and ensuring fully in compliance with corporate procurement and finance policies

5. Principal contact with Bank of America Beijing and coordinate with Corporate finance re bank account maintenance, including bank related documentation, account signatory updates, accept of foreign currency funds and local taxes etc. ( Principal contact with Citibank China and inputting all RMB accounts payable information into the Citibank online banking system in line with Chinese Government and China Central Bank requirements; Submission of Chinese Government business accreditation documentation to Citibank to comply with Central Bank of China currency regulations; Provide documentation to China State Administration of Foreign Exchange to verify all foreign currency funds that are deposited into the CTC account at Citibank China are in accordance with the CTC tax status ;Coordinates the change in CTC account signatory authorizations in conjunction with Finance Vancouver )

6. Manage of office cash flow and office corporate credit cards, actively coordinate with China team, Co-location partner staffs as well as Corporate finance ensuring smoothly operation and finance policy is fully followed and all required documentation is well received.

7. Liaise with tax agent re tax reports to Beijing and State Tax Bureau.

8. Manage and maintain all financial records in China.

Administrative Duties: 40%

1. Make advices to Managing Director – China to develop optimize solution for office administrative function. Coordinates all administrative functions of the CTC China office with an understanding of the conditions and contracted arrangements with the Partner Provinces under the co-location agreements.

2. Responsible and manage of registration and renewal of all China office certificates and memberships with various government authorities, including: CNTA certificate, tax certificate, customs certificate, etc.Plans and organizes all personnel-related services including travel for all CTC staff.

3. Responsible and manage of overall office environment, actively coordinate internally and externally to ensure smoothly office operation, including but not limited to telephones, internet, devices and equipment, office supplies, furniture, meeting room and etc. (Liaise with the various service providers related to the overall office environment, included but not limited to: landlord, phone provider, office equipment provider, IT maintenance service provider, Federal and State tax authorities etc; Responsible for the purchase of IT and office equipment for Provincial partners in line with the co-location agreements ; Responsible for central ordering of all office supplies to avoid excessive orders due to the provisions of the co-location agreements )

4. Coordinates and makes travel arrangements for the Managing Director’s business agenda including air and hotel reservations and appointments

5. Supervises the recording of vacation taken, sickness records and time worked for all CTC employees including those assigned to Provincial Partner organizations and forwards reports to Human Resources in Vancouver. And manages all year-end procedures and reports as required by Human Resources.

6. Coordination with Canadian Partners and domestic partners for visa letter issuing conducted by business.

Co-location Partnership Service and Office engagement: 7%

1. Fully familiar with all aspects of the differing recharging inclusion in the co-location Services Agreement with each Provincial Partner sharing CTC- Beijing office accommodation.

2. Provides supervision plus initial and ongoing Finance training of the Provinces administration assistants to ensure entries are in line with CTC policies and procedures as required by Corporate Finance and in accordance with co-location service agreements

3. Coordinate with PMO managers, PMO specialist and Corporate Finance on procedure clarification, special requests and dispute items.( Receives and audit all invoices from the CTC employed Provincial Marketing Managers and identifies those items that need to be recharged in line with the individual Service Agreements; Liaises with the Provincial Marketing Managers on disputed items that would negatively impact CTC budget controls ; Reconciliation of CTC corporate credit card transactions incurred by Provincial Marketing Managers and Administration Assistants and allocate to correct coding in Finance system; Liaison with Provincial Marketing Managers for planned temporary daily and monthly increases on corporate credit cards and provide explanations and request approval from CTC Finance)

Main promotional Duties: 3%

1. Support and coordinate of all promotional activities in various aspects if required (Coordination and recording of planned expenditure of all promotional trade, media and consumer activities including but not limited to - Showcase Asia, Focus China, China International Travel Mart (CITM), World Travel Fair (WTF), Beijing International Travel Exhibition (BITE) and International Luxury Travel Mart (ILTM) agent training seminars and media workshops

2. Participation in all trade, consumer and media promotional events as directed by MD China

3. Coordination with all partner advertisers in CTC China and India brochures and other publications

EDUCATION

? Undergraduate degree in accounting/finance or a suitable combination of education and work experience

KNOWLEDGE

? Knowledge of administration and general finance processes with proven proficiency in desktop applications such as Microsoft, Word, Excel, MS PowerPoint and Outlook

? Knowledge of records management requirements and process

? Knowledge of financial and budgetary practices, procedures and systems.

? High proficiency in financial systems and Microsoft Excel.

ABILTIES

? Ability to interact positively and build strong relationships with a variety of CTC partners both in-market and in Canada

? Ability to build strong and effective relationships with Chinese Government and Canadian Embassy officials at the appropriate level

INTERPERSONAL SKILLS

This position requires a high level of interpersonal skill to consult and liaise with employees and management including listening and communicating effectively to provide financial and administrative support services to CTC China staff and colocation employees. Primary contacts include Managing Director China, CTC and provincial partner management and employees, contractors.

The position is accountable for the effective delivery of financial support services and administrative processes and the uniform application of CTC policies and guidelines

This position is not responsible for the direct supervision of staff.
