Main duties
1. Establish and manage Lab team yearly objectives, goals and KPI's and report progress periodically to the Quality Director, DJCh.
2. Prepare, monitor and report periodically yearly labs budgets situations / savings status
3. Ensure labs operations management through each DTL units managers; Crash unit, Large and small equipment units.
a. Organization/Personnel development – Plan, organize and develop Lab resources needed to support current & future business needs. Identify training & development needs of the teams. Work to promote working methods and procedures alignment whenever possible
b. Work with peer labs in other divisions, peer QE team, and 3rd party labs to develop, align and standardize test methods and procedures; and organize periodical lab test calibration with peer labs in divisions and or 3rd party labs for test integrity;
c. Ensure lab technicians and or testers are sufficiently trained on standard test methods and procedures, and are competent for integrity tests as assigned;
d. Development, communication and execution of lab test standard operation procedures throughout test submission, test sample receiving/tagging, test scheduling, test performing, tested sample management, till lab test reporting and test data and test documents management;
e. Allocate manpower and manage/monitor lab test progress to ensure test performed as per set up schedule and result delivered as per committed timeline;
f. Lab Equipment/Machines/Tools/Gauges sourcing, development and or fabrication;
g. Lab Equipment/Machines/Tools/Gauges maintenance and calibration;
h. Maintain lab 5S to ensure lab in a neat and clean status;
i. Maintain and ensure lab work environment safety, and lab staff occupational safety and health, such as: make sure Personal Protective Equipment are available and used as required.
4. Analyse and develop lab capacity (esp. peaks and low capacity seasons) & capability to meet the increasing needs from CN, USA, EU and worldwide regulations, standards and market/consumers requirements
5. Drives the ISO17025 lab accreditation and constantly align labs operations to ISO17025 system in the perspective of a future certifications by 3rd party organisms to ISO 17025
6. Process development and integration – Review, update if needed and share DTL operation processes and procedures in order to support DJ global markets test needs
7. Performance management – Set up labs managers and lab teams individual goals and objectives, conduct periodic review and take corrective action to ensure fulfilment
8. Communication and internal conflict resolution – Maintain good communication and strong working relationship with peer product development, Quality Engineering and QA & Compliance within DJCh, DJU and DJE and other Dorel Juvenile divisions when needed
9. Communication and relationship management with all DJCh external partners (3rd party labs, lab suppliers…), GO’s and NGO’s in order to keep on cultivate and manage DJCh expertise on Juvenile products regulations and standards
10. Implement regulatory strategies (ECE and EN standards) amongst locals teams (within DTL and within DJCh matrix organisation), but also support other DJ entities in their worldwide regulatory approaches, in line with Global quality management decided by key Juvenile divisions (DJU/DJE)
11. Support Global labs operations development based on their local (GB and APAC region standards) and global standards (mostly ECER44/R129 and EN standards) by providing trainings in DJCh
12. Support DJ childcare articles external and internal standards harmonisation (EN/ASTM, ECE R44/R129 – FMVSS/CMVSS, QP/TMC – QR/QTM…)
Level knowledge & experience
? Bachelor degree or above, preferably in the field of mechanical, engineering, quality or similar;
? At least 3-5 years’ quality lab experience in consumer products, preferably minimum 2 years with Juvenile products or related fields;
? Minimum of 3 years lab manager, Quality manager or supervisor role, with solid experience of all aspect of lab operation management inclusive of lab facility/equipment development, maintenance and calibration, process development and implementation, lab staff training, development and management, lab test scheduling and management, and lab 5S/Safety assurance;
? Extensive quality experience and competency in Quality Assurance or Quality Engineering field is also preferred;
? Familiar with ISO-17025 standard;
? Good understanding and preferable first-hand test experience of consumer products, preferable Juvenile products' common safety standards and its test methods, ( e.g. CPSIA, CCPSA, ASTM, EN, ISO and etc);
? Experience with electronic/electrical, metal, plastics and or textile processes is preferred
