Purchasing Director - China
Company: A European Automotive Manufacturing Group
Location: Shanghai
Supervisor's Title: President - China (Foreigner)
Dotted: Purchasing Vice President - APAC (Foreigner)
Subordinates: 50+

Basic Function:
Responsible for all purchasing activities within the China sub-region, including direct/indirect materials, after-sales, purchasing program management, and supplier quality. Define the strategies and lead the China Purchasing team in the development of the supply base to reach all objectives such as ensuring product quality, material availability and annual cost reduction, as well as proactive purchasing support for all China Business objectives. Define and implement all related purchasing policies and procedures, develop and coach the purchasing team members.

Responsibilities:
? Responsible for defining the strategy and driving execution of all key performance indicators of China Purchasing team (cost reduction, quality, delivery, etc.) for direct / indirect / after-sales materials, as well as management of annual and program product cost and tooling budgets. Identifying risks to delivering performance commitments, and implementing corrective actions to mitigate the risks and delivery on the requirement
? Develop supply base capable to support COMPANY Industrial China business, adhering to quality, technology, delivery, service and cost requirements with aligned long term vision through definition and implementation of the local commodity strategies
? Support production activities in China by concluding sourcing and development activities on time and to product and tooling cost budgets, according to Global Sourcing Procedures and Delegation of Authority. Drive value by pro-actively identifying opportunities for component localization to be included in initial programs. Manage the multi-year total cost reduction pipeline through further product localization and commercial negotiation activities
? Develop supply base in support of after-sales business, driving annual cost reduction as well as expansion of product and service offering, streamlining of supply chain (reduced lead times, MOQs, reduced logistic/customs/handling costs) to improve revenue and profitability of the after-sales business unit
? Ensure supply base delivers world class performance to quality and delivery requirements, lead team to pro-actively identify risks and define and implement corrective actions when needed to protect the business
? Identify and drive opportunities for China suppliers globally within COMPANY Industrial for cost reduction, ensuring quality, delivery, and technology standards are met. Manage China supply base supplying COMPANY Industrial globally ensuring continued adherence to quality requirements and maintaining strong relationship
? Work together within purchasing organization both within APAC region as well as Globally to ensure proper coordination of supplier activities, policies and procedures, leveraging the experience and history within the global team, but sharing opportunities that are identified through activities in China
? Coordinate purchasing activities within COMPANY Industrial Joint Ventures within China, leveraging COMPANY Industrial global organization and relationships to meet local objectives, while leveraging local JV supply base and relationships to identify opportunities for COMPANY Industrial on global basis
? Define and implement all required purchasing policies and procedures (sourcing procedure, legal agreements, system usage and processes, etc.) and ensure alignment with Global COMPANY Industrial policies and procedures as well as team training and adherence.
? Responsible for the training and development of the China purchasing team, develop and improve commercial acumen, technical skills, and ability to work within a matrix organization structure and lead their cross-functional teammates in execution of applicable projects and actions

Requirements:
? Education: 4 years College/University, emphasis in Business or Engineering discipline – Advanced degree (MBA) preferred.
? Experience: 12+ years of industrial experience, minimum 5 years in purchasing management role preferably in a multi-national, heavy industrial company
? Ability to independently define strategy (based on inputs from matrix leadership, customer departments), and lead the team to implement, foreseeing potential roadblocks along the way and implementing mitigation plans to maintain progress
? Strong leadership skills including ability to work within a multi-cultural, matrix organization structure, and lead cross-functional teams
? Excellent verbal and written communication and presentation skills in English
? Strategic mind-set, but ability to track and manage details when necessary
? Ability to grow and maintain key supplier relationships
? Strong negotiation skills and experience, with Chinese as well as Western cultures
? Familiarity with Automotive quality management procedures and tools such as Advance Product Quality Planning (APQP), Problem solving methods (Kaizen, Ishikawa, 8D) and Supplier Evaluation (ISO 9000/TS16949)
? Fluency in English language is mandatory, Mandarin and/or Italian is preferred
? Domestic travel ~10-20% is required, occasional international travel required 举报 分享
