Role Purpose:
Facilitate the implementation of the farm HS and FSQ programs and assist line management to ensure the adoption of a HSFSQ culture and where appropriate HS and FSQ management systems that comply with relevant legislation and company policy. A key feature of the implementation process will be high levels of employee involvement and engagement.
Role Accountabilities:
1. Initiate HS and FSQ policy & procedure implementation at farm, work with farm management team to work out farm HS and FSQ plans, track & improve the implementation by continuous PDCA(Plan, Do, Check, Act) cycle;
2. Lead HS and FSQ hazard assessment for the farm, review & update the hazard register and HACCP (with Beijing FSQ team), control the actual/potential risk to ALARP(As Low As Reasonably Practical) level;
3. Manage lab technicians to ensure quality control activities are delivered with high reliability and in time to support on farm decision making.
4. Facilitate monthly safety HS and FSQ committee meetings, review farm & department HS and FSQ performance & escalate HS and FSQ issues to higher level;
5. Set up annual HS and FSQ training plan , track the training to closure;
6. Prepare for weekly and monthy farmHS and FSQ performance report, maintain the integrity of the reporting system and data input/management process;
7. Ensure timely incident and non conformance (NC) reporting , injury employee received proper care, root causes investigated (HS and FSQ) completely, learnings shared with all farm employees, corrective actions set up based on the trend analysis;
8. Ensure line management undertake proper Management of Change: perform a HSFSQ risk analysis when changes are made to processes, ingredients, inputs, project handovers etc. especially if critical risks or FSQ critical control points are involved
9. Conduct health assessment for exposure, ensure employee received proper medical check up for pre-employment, during & post employment;
10. Manage HS for project work performed in the farm, ensure contractor management procedure followed, HS and FSQ induction provided, PPE compliance, PTW implemented effectively;
11. Set up emergency plan for farm, ensure emergency preparedness and business continuity plans are implemented and routinely tested, post drill critique addressed;
12. Coordinate and facilitate formal weekly and monthly HS and FSQ audits and support recommendations to ensure they are effectively concluded,
13. Coach managers and supervisors on HS and FSQ leadership & commitment;
Qualifications:
Education: Relevant qualification in HS Management or similar
Experience:
1. At least 5 years work experience
2. People management experience
3. Understand local legislations related to FSQ
4. General understanding of FSQ systems (including HACCP, and risk management)
5.Demonstrable some of the following experiences and have touch in the most of following areas:
FSQ policy development
Broad provision of specialist FSQ expertise and advice
Hazard and risk management
Emergency preparedness
Safety performance analysis and reporting non conformancesBehavioural auditing
6. On-job coaching of staff performing diverse functions
7. Preferred: Sound experience of managing change in a manufacturing/industrial environment
Technical/Functional Expertise:
Fluent English in speaking, reading and writing
Preferred:Can use English as work language
Competencies:
Drive for results, managerial encourage; costumer focused; motivating other.
