PRIMARY FUNCTION
Supports Protecting the Target Brand and is Guest focused. Reinforces Target business goals and objectives in partnership with PSQA HQ, cross functional team partners, and vendor/factories. Achieves company's overall vision, mission, values and priorities by validating that our vendor partners operate efficient, safe and ethical factory environments, producing safe and reliable quality product in line with the most current Target and US/Canada Safety and Regulatory requirements. Provides product and manufacturing expertise to ensure timely and quality execution.
PRINCIPLE DUTIES AND RESPONSIBILITIES
Team and Self Development
? Owns personal development through continuous learning and proactively seeking new assignments that will help build knowledge and improve skills.
? Develops and contributes toward technical training and sharing of expertise for continuous learning across the organization by acting as a resource or SME (Subject Matter Expert).

? Holds self accountable to performance measures and system requirements, leveraging tools and reporting made available.
? Acts as a peer mentor to junior team members.
Business Management
? Adheres to Target's business strategies and goals through effective implementation of defined quality assurance processes, standards and measures
? Ensures on time execution of tasks, responsibilities, assigned projects and sustainability in line with team strategy.
? Carefully monitors the accuracy and quality of work methods/outputs.
? Assures the quality, safety and consistency of all product for Target focused on a "Best for Guest" culture.
? Supports compliance with all social and governmental requirements in factories.
? Identifies and communicates opportunities to improve processes.
Vendor/Factory Management
? Partners with cross functional teams, working proactively to provide technical expertise. Monitors and validates all quality assurance requirements, ensuring communication and comprehension during development, negotiation, placement and production phases.
? Supports cross functional teams to OnBoard new vendor/factories ensuring consistent compliance to Target quality assurance and social compliance requirements.
? FACTORY EVALUATIONS:
? Conducts opening meeting with factory management.
? Ensures timely, thorough and accurate execution of factory evaluations that supports compliance in meeting Target’s and the most current U.S/Canada Safety & Regulatory Requirements.
? PLACEMENT/PRE-PRODUCTION MEETINGS:
? Based on business category placed, manages quality assurance requirements within placement and pre-production meetings, ensuring vendor/factory capability, capacity and adherence to Target and US regulatory requirements.
? Validates accuracy of Product/Raw Material Spec ensuring all raw material and components are listed correctly, together with supplier, lot, batch, testing details, as well as the validity of these, in line with Target and US regulatory requirements.
? Inspects and validates correctness of Pre-Production samples against approval samples and RTP product specifications, ensuring all is accurate and correct.
? Validates vendor/factory adherence to Vendor Timing & Action and Standard Inspection Packet.
? Validates production and inspection planning requirements to ensure timely inspections as well as ability to meet timely testing requirements.
? Provides a thorough handover of program details to inspection team to ensure quality expectations and/or concerns are clearly established and executed to Target's standards.
? TESTING:
? Ensures strict adherence to Multi-Stage Testing Requirements.
? CORRECTIVE ACTION PLAN (CAP)/ REMEDIAL ACTION PLAN (RAP) VALIDATION:
? Follows through and validates vendor/factory partners accountability to corrective and sustainable action plans based on FE's, testing failures identified and/or change notifications that affect Rules, Bans, Standards and Regulations (RBSR's).
? Validates vendor/factories are driving toward continuous improvement. Utilizes tools to identify defect trends, applying root cause and preventative action planning in a proactive manner.
Financial
? Ensures highest level of work efficiency and maximization of resources by adhering to planned work schedule as set up and provided by Supervisor/Manager on a weekly basis.
Communication
? Anticipates and meets the need for information of key stakeholders, synthesizes complex information, communicating the right amount of detail.
? Acts as a technical liaison between PSQA HQ, Vendor/Factory partners and cross functional team partners.
? Ensures transparency and adherence to escalation process when required.
? Facilitates open discussion to ensure that everyone's view point is heard, encouraging open exchange of information.
Brand management
? Ensures compliance of all Target standards.
? Ensures the work environment is Fast, Fun and Friendly.
? Behaves everyday with integrity and trust.
? Promotes TSS focus areas and Target’s Vision, Mission and Values.
JOB REQUIREMENTS
Minimum Requirements:
? 4 year University Degree, scientific / engineering discipline
? Minimum 6 years quality assurance/production experience in a related field of similar scope and complexity.
? 6 sigma certificate
? Certified product and manufacturing knowledge as relevant to area of responsibility
? Ability to write, evaluate and understand Product Specification requirements and validate against product
? Ability to develop the skill set of others
? Knowledge of SAM (Standard Allowable Minutes) or equivalent process/method to assess work content of product
? Ability to line balance; recognize production bottle necks and provide guidance for corrective action
? Ability to engineer an operation to optimize output and maintain consistent quality
? Understanding of Production Testing Plan requirements; statistical analysis including AQL inspection techniques; traceability controls; defect trend analysis; product testing and statistical process controls/tools at a specific product level
? Ability to work independently with a high level of initiative
? Critical thinking and ability to plan; organize and execute
? Result orientated, self motivated, dedicated, enthusiastic and energetic
? Ability to perceive and differentiate between colors
? Excellent written and spoken English language skills
? Committed to continuous learning
? Good interpersonal skills
? Excellent Auditing skills with ability to identify risk and improvement opportunities while leading and performing evaluations
? Ability to use Microsoft applications
Desired Requirements:
? Audit experience preferred
? Eligible to work in designated country without sponsorship
? Knowledge of International regulatory and Safety requirements
? Knowledge of International Social Compliance requirements
? Experience with US or European based corporation
