Role Accountabilities:
Performance Management
Prepare monthly hub HSFSQ performance report and ensure data accuracy. Send to Dir of HS and Dir of FSQ for collation in IFV reports.
Support the Farm Manager and Assistant Farm Manager in leading the activities related to farm’s day-to-day HSFSQ operations
Compliance
Understand the government’s HSFSQ policies and make sure the policy related to farm be implemented.
Ensure compliance with all laws and group policies and standards relating to the farms
Operational Excellence
Set up hub annual HSFSQ plan, and monitor the performance; track & improve the implementation by continuous PDCA(Plan, Do, Check, Act) cycle;
Monitor HS and FSQ hazard assessment for all farms of the hub (with focus on critical risks and control points first), make sure they have proper control actions and control the actual/potential risk to ALARP(As Low As Reasonably Practical) level;
Manage the monthly/annual completion of accurate and timely internal report of hub HSFSQ results
Monitor incident and non-conformance investigations and root cause analyses; follow up corrective action.
Coordination and support Production Managers in leading monthly HS and FSQ champion/committee meetings to drive continuous improvement.
Collaborate with the HSFSQ function in Beijing Management Co to coordinate and execute internal and external audits.
Collaborate with the HSFSQ function in Beijing to develop and review relevant policy & procedures and lead the implementation at the hub
Train farm staff in HS and FSQ.
Support HS and FSQ aspects of SOPs
Systems
Be the business owner of the hub for HSFSQ systems
People Development
Manage all hub lab technicians and HSFSQ supervisors, set their annual objectives and do their quarterly performance reviews. Please note that the Quality control supervisor in the FSQ team will provide functional leadership of the labs, ie calibration, procurement, ILCP, best practice, lab KPI reporting.
Develop direct reports by ensuring they all have gold standard development plans and that these are implemented effectively and efficiently.
Ensure appropriate training and development of farm and HSFSQ staff is completed.
Management of Change:
Provide HSFSQ suppor for new projects, hand over from construction site and any other change control;
Relationship maintenance
Establish and maintain the good relationship with relevant government’s bureau.
