Role accountabilities：
Leadership
? Hire the best people available from inside and outside, staff the procurement function with best available talent. Manage, Mentor, and coach procurement staff, Set up the KPI for all subordinates and enable the team to meet its performance targets.
? Challenge existing paradigms and practices, identify and drive continuous improvement initiatives, and assess, develop and streamline processes to better support business growth and drive procurement value
? Implement best procurement practice , tools across all the categories in China, and engage with key stakeholders for procurement continuous improvement and value enhancement
? Ensure effective l communications with business stakeholders and promote compliance with Fonterra code of conduct, ensuring by personal example and coaching that Fonterra staff understand and practice ethical business behaviour
? Champion Procurement

Procurement management
? Define and monitor performance measures for the procurement China , reflecting market segment sourcing and business requirements (in the future model, including P&L impact of savings) – ensuring delivery of the China forecasted results
? Lead delegated sourcing (including delivery of targeted savings), post award supplier integration, market intelligence and analytical support are provided
? Ensure effective data, knowledge management and systems/process leadership in China
? Develop and promote standard procurement processes and ensure their use within the team
? Ensure robust sourcing planning and execution and its result delivered

Business relationship management
? Engage with all business stakeholders of GC , assessing their satisfaction through ‘voice of the customer’ workshops, surveys and other mechanisms, using this output to link with segment sourcing leads and thereby create enhanced strategies
? Ensure provision of timely supply market knowledge to all stakeholders, relaying current and future impactful events and their potential consequences
? Represent procurement personally or with delegated team member at all required meetings, to provide intelligence on commercial supply perspectives and to ensure shortage/lengthening of supply markets and effects on available feedstock is understood and managed in planning. Arrange for key segment team to attend when required.
? Ensure relationships with all stakeholders are fostered and the perception of the value of procurement is measured and improved continuously over time
? Establish effective procurement governance and clearly-accountable decision making within China

Vendor relationship management
? Oversee robust and consistent vendor relationship management and vendor management in China
? Provide linkage to Group Procurement and overseas counterparts in terms of low cost country sourcing activities in China

Category management
? Oversee robust and consistent development of Category plans for specific parts of spend within PRC China where complexity and materiality of spend at agreed levels dictate value can be derived from this approach.

Team leadership and capability development
? Set procurement team goals and objectives, define KPIs and manage and develop the team to high performance
? Bring local segment sourcing teams together to get a sense of team, sharing best practices from existing pockets of excellence
? Act as escalation point for the China procurement team and resolve issues appropriately
? Be responsible for the development, performance management and career guidance of all direct reports, and oversee talent management across the procurement region
? Ensure through effective capability development the immediate and long term availability of sufficient competent and motivated staff to meet business needs

Policy and Procedures
? Design and develop effective procurement policy and procedures for business alignment and ensure that all categories are managed accordingly
? Ensure the integrity of procurement processes and master data and ensure that any issues of non-compliance to policy or procedure are notified and action taken.
? Issue the procurement operating guidelines and develop its reviewing program for continuous improvement between supplier behaviour and metric performance

Risk Management
? Actively manage commercial risk, supply risk and ensure vendors comply with the Fonterra vendor assurance programme where applicable.

Purchasing Management
? Actively manage team to conduct operational purchasing function for the wider Fonterra Commercial Trading Shanghai company in China. Insuring adherence to policy and introduction of standard purchasing processes adhering to relevant delegated authorities.

Qualification and experience：
1.Tertiary qualification in Procurement, or Supply Chain or related business degree
2.10 + years of procurement experience and at least 4 years in managerial level；Establishing and implementing category management plans；Leading procurement principles and practices in large and complex organisations
